About this file
This document is a Request for Information (RFI) issued by the State Energy Conservation Office (SECO), operated by the Texas Comptroller of Public Accounts (CPA), regarding home energy rebate programs. The purpose of the RFI is to solicit feedback from stakeholders, including homeowners, renters, installers, aggregators, industry experts, and potential program partners, to inform the design and implementation of the Home Energy Rebate programs. The RFI includes two surveys: one for community members and one for potential program administrators and partners. The deadline for submitting responses to the surveys is October 18, 2024, at 2:00 p.m. Central Time. The RFI states that CPA and SECO are under no obligation to issue a subsequent solicitation and that respondents will not be compensated for their participation.
The RFI emphasizes that the goal of the Home Energy Rebate programs is to accelerate the transition to more affordable, efficient, resilient, and low-carbon homes in Texas. The information gathered through the surveys will be analyzed and used to make decisions regarding the state-specific needs during the Implementation Blueprint design phase. The RFI also notes that responses will be public information and available for public inspection, and that any information submitted by respondents that is asserted to be confidential or proprietary will be rejected.
