Addendum A-002 Drivers Ed for Youth

644-24-100524 Official Responses to Questions from Potential Respondents

10/01/24

1. Are the youth to be served by the program located throughout the state?

Response: Yes, there will be statewide coverage

2. Will we be assisting them obtain their learner's license or will they have a case manager help with this?

Response: The online drivers education section is the starting point for TJJD youth. Once they obtain an online drivers education certificate; the Phase I learner licenses falls into the responsibility of caregiver because of the actual (physical driving) component. If any additional classroom instruction or fiscal cost during the Phase I learner licenses is required the PO can assist. The liability of providing a car to practice falls to the caregiver.

3. Under 18 driver training in Texas is a 2-part process--classroom and behind the wheel--is TJJD planning to be involved in the behind the wheel portion of driver education as well?

Response: The parents would be doing this part with their youth.

4. Are there any specific templates or desired formats for the reporting requirement in the

RFP?

Response: No. there are not. Just reporting on deliverables on vendor letterhead.

Completion rates. We can put a template together after award. Using Times numeral 12 font.

5. Are names and with the completion certification numbers sufficient or are copies of the actual certificate required?

Response: Whatever the state regulation requires in regard to completion certificates (copies or the actual certificate).

If the state requires an official copy to be presented to the youth, please provide an actual certificate with the name and certification number to the youth. You can provide the agency with a name and completion certificate number copy.

If the state requires an official copy to be presented to the youth and fiscal responsible entity, please provide an actual certificate with the name and certification number to the youth and agency.

6. What category of fees should platform costs be reported?

Response: We can add a line item on price form for platform cost fee and send out a revised price form via addendum.

Attachment 2

7. How many students will be utilizing the services monthly (approx)?

Response: If I had to guess, we may have 20 to 30 youth. There will be two specific entry points for youth to leverage the online drivers’ education. While on parole, these young people will be in the community. The second entry point is the halfway house

8. Are electronic signatures accepted?

Response: Yes

9. I was wondering if you guys have a number of students/youts who might be eligible for this program.

Response: I’m thinking 95% of the youth in TJJD are eligible for the program.

Currently TJJD has an estimated 700 youth in care (state school, HWH and Parole).
