About this file
This document is a Request for Information (RFI) issued by the Texas Department of Public Safety (TXDPS) seeking information on Multimodal Biometric Identification Systems (MBISs) for law enforcement, criminal justice, and public safety users. TXDPS may use the collected data to determine functionality offerings and build requirements around the needed functions. The RFI includes a schedule of events with key deadlines, such as the RFI issue date of 08/22/2024, the deadline for questions/clarifications on 09/19/2024, the deadline for responses on 10/11/2024, and the potential requirement for respondents to provide demonstrations or presentations. TXDPS is interested in solutions that can handle various biometric modalities, comply with security requirements, operate in a FedRAMP-compliant cloud environment, and provide scalability, connectivity, monitoring, and training capabilities.
The RFI also includes a list of additional information TXDPS is seeking, such as the respondent's approach to managing complex interfaces, experience with implementation in other states or at the federal level, compliance with the CJIS security policy, data encryption and multi-factor authentication options, hardware requirements, data migration processes, cloud consumption fee management, additional hardware/software/licensing needs, roadmap for solution enhancements, and differentiating features. 1. INTRODUCTION/OBJECTIVE/PURPOSE
The Texas Department of Public Safety (TXDPS) has released this Request for Information (RFI) to seek information related to Multimodal Biometric Identification Systems (MBISs) for law enforcement, criminal justice, and public safety users. TXDPS may use the collected data to determine functionality offerings and build requirements around the needed functions.
1.2 Agency Liability and Confidential Information
This RFI is only a request for information and no contractual obligation on behalf of the TXDPS whatsoever shall arise from the RFI process. It does not constitute a Request for Proposal (RFP), Request for Offer (RFO), Invitation for Bid (IFB), or other solicitation, nor does it constitute the commitment to issue any solicitation in the future. Therefore, those choosing to respond to this RFI will, merely by virtue of submitting such a response, NOT be deemed to be “bidders” in any sense, and no such respondent will have any preference, special designation, advantage or disadvantage whatsoever in any subsequent procurement process related to this
RFI.
This RFI does not commit the TXDPS to pay costs incurred in the preparation or submission of any response to the RFI. It is the responsibility of the potential respondent to monitor the Electronic State Business Daily (ESBD) for additional information pertaining to this RFI.
Pursuant to §552.301 (c) of the Public Information Act (PIA), and the following email address has designated for public information requests: OGC.Webmaster@dps.texas.gov Respondents are advised that materials contained in their response are subject to the aforementioned section of the PIA. Note: A request emailed to any other TXDPS Department email address does not trigger the requirements of the PIA.
If Respondent asserts that any material in the response is confidential or proprietary information, Respondent must clearly mark the applicable pages of respondent’s submission in boldface type to indicate each claim of confidentiality and include the words “confidential” at the top of the page. Additionally, Respondent must include statement on company letterhead identifying all Response section(s) and specific pages(s) that have been marked as confidential and explain why the information is marked as confidential and excepted from public disclosure under the provisions of the Texas Public Information Act (the Act). Merely making a blanket claim that the entire Response is protected from disclosure because it contains some proprietary information is not acceptable, and will make the entire Response subject to release under the Act.
1.3 BACKGROUND INFORMATION/HISTORY
TXDPS uses a biometric identification solution that matches friction ridge images and employs technology to automate the processing, matching, and storage of criminal and non-criminal fingerprint submissions. The solution provides TXDPS and its users with an effective identification and investigation tool. The solution interfaces and interoperates with several other mailto:OGC.Webmaster@dps.texas.gov
RFI #CRD202408130827 Page 3 of 7 internal systems, such as the state computerized criminal history system, store and forward, and an archive system.
TXDPS’s latent functionality is extended to local public safety agencies by a network of remote devices placed at various medical examiner’s offices, police departments, and sheriff’s offices throughout Texas.
TXDPS seeks information on potential MBIS technical specifications as part of a best-in-class vendor-hosted cloud solution configured to meet the needs of the State of Texas. This solution should feature modern and responsive environments, database software, and open-standards application software interfaces. It must be based on current industry software design principles and architecture with active support mechanisms that are not at or near the end-of-life.
Additionally, the solution must be flexible enough to accommodate growth expectations and the complexity of the processes. TXDPS is interested in learning about the unique qualities or benefits of a respondent’s technologies and solutions. Responses will be reviewed with the goal of developing a solicitation for eventual award by TXDPS.
TXDPS is committed to enhancing its mission-critical biometric operating performance levels to include enrollment, comparison, matching, and storage of fingerprints, palm prints, facial images, scars/marks/tattoos (SMT), and irises, continuing to serve the needs of both criminal justice and non-criminal justice communities.
2. SCHEDULE OF EVENTS AND TIMELINES
RFI issue date: 08/22/2024 Deadline for questions/clarifications to the RFI (Close of Business)
09/19/2024
Deadline for responses to questions/clarifications (Close of Business)
09/27/2024
Deadline for submission of RFI: 10/11/2024
To maintain the integrity of the RFI process, all communications with respondents pertaining to this RFI must be referred to and/or coordinated with the TXDPS point of contact referenced below. Communicating with any other TXDPS personnel may result in disqualification of the respondent’s response.
