About this file
This document is a specification from the Texas Department of Transportation (TxDOT) for a high-capacity salt brine production system. The specification describes the required equipment, including a minimum 750-gallon brine maker, 1,550-gallon batch tank, 6,000-gallon main storage tank, and 5.25 cubic yards of rock salt holding capacity. The system must be capable of producing a minimum of 6,000 gallons per hour of 23% salt brine solution. The equipment must be constructed of high-density polyethylene (HDPE) plastic and 316-grade stainless steel, with a minimum 2-horsepower, 90-gallon-per-minute brine pump and an integrated float shut-off valve. The vendor must provide original manuals and warranty the equipment for a minimum of 12 months.
The specification indicates TxDOT's commitment to procuring environmentally-friendly goods and encourages manufacturers to adopt ISO 9001-9003 quality standards. Any proposed deviations from the detailed requirements will result in the rejection of the delivered equipment. Respondents must submit the latest printed literature and detailed specifications on the equipment they propose to furnish, which will be used for informational purposes only.

PART I
GENERAL CLAUSES AND CONDITIONS
1. The equipment furnished under this specification must be the latest improved model in current production, as offered to commercial trade, and must be of quality workmanship and material. The respondent represents that all equipment offered under this specification must be new. USED, SHOPWORN, DEMONSTRATOR, PROTOTYPE, REMANUFACTURED, RECONDITIONED
OR DISCONTINUED MODELS ARE NOT ACCEPTABLE. Respondent must submit with the solicitation the latest printed literature and detailed specifications on equipment the respondent proposes to furnish. This literature is for informational purposes only. All parts not specifically mentioned which are necessary for the unit to be complete and ready for operation or which are normally furnished as standard equipment must be furnished by the vendor. All parts must conform in strength, quality, and workmanship to the accepted standard of the industry. The unit provided must meet or exceed all federal and state of Texas safety, health, lighting, and noise regulations and standards in effect and applicable to equipment furnished at the time of manufacture.
2. DATA SHEETS: Data sheet(s) should be returned for informational purposes only. The data sheet(s) must be provided within three working days of request. Failure to provide the completed data sheet(s) within the requested time will result in the response being considered non-responsive.
3. MANUAL(S): Original manual(s) containing illustrated parts list(s) and operating and service instructions for the unit must be delivered with each unit. Copies of manual(s) are not acceptable.
Electronic copies of manuals from the manufacturer are acceptable. Manual(s) must include all necessary service, warnings, operating instructions and safety precautions for each unit delivered.
Parts list(s) must cover all components of the unit. Each part must be identified by part number, description, and component location. The following additional information must be provided by the vendor at time of delivery if not included in the manual referenced above:
3.1. Manufacturer’s recommended service and preventive maintenance intervals.
3.2. Recommended fluids, lubricants and their SAE/API equivalents
DATED: JULY 2024
2-3
4. ACCEPTANCE INSPECTION: All equipment ordered with this request will be subject to acceptance inspection and performance testing upon receipt. Acceptance inspection and performance testing will not take more than five working days, weather permitting. Acceptance inspection will not occur until after the equipment has been delivered and installation and training is completed. The vendor will be notified within this time frame of any units not delivered in full compliance with the purchase order specifications. If any units are canceled for non-acceptance, the needed equipment may be purchased elsewhere and the vendor may be charged full increase, if any, in cost and handling.
5. WARRANTY: Vendor must warrant equipment for a minimum of 12 months. If the manufacturer's standard warranty period exceeds 12 months, then the standard warranty period must apply. The warranty begins on the date the unit is determined to meet specifications and accepted into TxDOT’s inventory. The vendor must furnish a warranty with the equipment indicating the terms and conditions of the warranty and list of names and addresses of servicing dealers in the state of Texas who perform warranty work.
6. It is the intent of TxDOT to purchase goods, equipment, and services having the least adverse environmental impact, within the constraints of statutory purchasing requirements, TxDOT need, availability, and sound economical considerations. Suggested changes and environmental enhancements for possible inclusion in future revisions of this specification are encouraged.
7. TxDOT encourages all manufacturers to comply voluntarily with the Society of Automotive Engineers (SAE) Recommended Practice for marking of plastic parts per current SAE J1344 standard. All plastic components furnished to this specification should have an imprinted SAE symbol identifying the resin composition of the component so that the item can be recycled after its useful life. Manufacturers are encouraged to use recycled plastics and materials in the manufacture of their products in order to conserve natural resources, energy and landfill space. Respondent should note that future specification revisions may require mandatory compliance with the SAE plastic coding system.
8. TxDOT is committed to procuring quality goods and equipment. TxDOT encourages manufacturers to adopt the International Organization for Standardization (ISO) 9001-9003 standards, technically equivalent to the current American National Standards Institute/American Society for Quality Control (ANSI/ASQC Q91-93), and obtain certification. Adopting and implementing these standards is considered beneficial to the manufacturer, TxDOT, and the environment. It is TxDOT's position that the total quality management concepts contained within these standards can result in reduced production costs, higher quality products, and more efficient use of energy and natural resources.
