About this file

This document is an Addendum to a Request for Proposal (RFP) issued by the Texas Department of Agriculture (TDA) for services to address technical assistance needs for Rural Health Clinics (RHCs) within the State of Texas. The solicitation number is 5510000310 and the title is "Rural Health Clinic - Program Planning and Technical Assistance". The addendum provides clarifications in response to several vendor questions, including the scope of the contract (which may target specific RHCs in addition to statewide activities), the availability of RHC location data, and payment terms (invoices will only be paid upon completion of services). The RFP states that TDA's objective is to obtain the best value services for the State of Texas.

The RFP does not specify a fixed budget but indicates that TDA is aware of the need to balance funding constraints with effective assistance for RHCs. If the cost of a selected proposal exceeds the available funding, the scope of work would be negotiated with the vendor. The contract will serve multiple jurisdictions within the State of Texas, including Travis County and the City of Austin.

Number
Vendor Community Question
Answer
1
Will the contract be for the entire state of Texas.

Texas has 350+ RHCs and this RHC TA program ideally should have a statewide impact; however, vendors are allowed to propose activities that target specific RHCs (low performing, for example) in addition to statewide activities.

2
Will the Texas Department of Agriculture provide maps of all Rural Health Clinic? If not, what are the population parameters for a health clinic to be considered a rural health clinic?
A current list of Texas RHCs can be obtained through a Public Information Request (PIR).
3
Will TDA approve an initial cash outlay for required equipment contractor needs to fulfil contract?
No. Any invoice for services/activities rendered will only be paid upon completion of said service/activity.
4
Does TDA have a budget allocated for this proposal?
While funding for this program is certainly not unlimited, TDA is aware that there are many approaches to effectively assisting RHCs and would prefer each vendor to propose what they would consider an optimal approach to do so, and the cost associated with doing such. If the cost of a selected proposal exceeds the amount of funding allocated to the program, the scope of work shall be negotiated with the vendor to align with what is available.
5

6
