About this file

This document is an addendum issued by the Texas Department of Agriculture for Solicitation #5510000310, which is for Rural Health Clinic - Program Planning and Technical Assistance. The addendum provides clarification on several questions from the vendor community, including whether the contract will cover the entire state of Texas, if maps of all rural health clinics will be provided, and whether an initial cash outlay for required equipment will be approved. The addendum states that while the program should have a statewide impact, vendors can propose activities targeting specific rural health clinics. It also clarifies that a list of Texas rural health clinics can be obtained through a public information request, and that any invoice for services will only be paid upon completion of the work. The addendum further indicates that while the funding for this program is not unlimited, the Texas Department of Agriculture is open to various approaches from vendors and will negotiate the scope of work if the proposed cost exceeds the allocated funding.

Vendor Community Question
Answer
1
Will the contract be for the entire state of Texas.

Texas has 350+ RHCs and this RHC TA program ideally should have a statewide impact; however, vendors are allowed to propose activities that target specific RHCs (low performing, for example) in addition to statewide activities.

2
Will the Texas Department of Agriculture provide maps of all Rural Health Clinic? If not, what are the population parameters for a health clinic to be considered a rural health clinic?
A current list of Texas RHCs can be obtained through a Public Information Request (PIR).
3
Will TDA approve an initial cash outlay for required equipment contractor needs to fulfil contract?
No. Any invoice for services/activities rendered will only be paid upon completion of said service/activity.
4
Does TDA have a budget allocated for this proposal?
While funding for this program is certainly not unlimited, TDA is aware that there are many approaches to effectively assisting RHCs and would prefer each vendor to propose what they would consider an optimal approach to do so, and the cost associated with doing such. If the cost of a selected proposal exceeds the amount of funding allocated to the program, the scope of work shall be negotiated with the vendor to align with what is available.
