About this file
This document is an Addendum No. 1 to a Request for Qualifications (RFQ) issued by the Texas State University System (TSUS) on behalf of Sul Ross State University and itself for Indefinite Delivery-Indefinite Quantity (IDIQ) Architectural/Engineering (A/E) services. The RFQ seeks qualified A/E firms to provide planning, design, renovation, and new construction services on an as-needed basis for Sul Ross State University locations in Alpine, Del Rio, Eagle Pass, and Uvalde, Texas, as well as TSUS property in Terlingua, Texas. The contract will have an initial 3-year term with two 1-year renewal options, with a total contract value not to exceed $3,000,000. The addendum provides clarifications to questions received, including that the RFQ will be evaluated based on the criteria stated, A/E firms with specialized services may not score as highly as those demonstrating a full range of A/E services, and commissioning services may be procured through the selected A/E or otherwise provided by the university.
The addendum confirms that the HUB (Historically Underutilized Business) goal for this IDIQ contract is 23.7% for professional services, and Respondents should strive to allocate at least 20% of the proposed services to qualified HUB consultants, or 25% if the Respondent is a HUB. The HUB Subcontracting Plan submitted as part of the RFQ should demonstrate the Respondent's commitment to supporting HUB enterprises at these levels.

Addendum No. 1 - RFQ for IDIQ Architectural/Engineering Services (posted 08/06/2024) For Sul Ross State University and The Texas State University System
RFQ No. 758-24-07019
I. GENERAL:
A. Below are Questions that were presented along with Answers to each in relation to this RFQ.
1. Question: Are A/E firms that specialize in services such as building envelope consulting or structural engineering able to submit as a prime firm for this solicitation, or would such firms need to be included as a subconsultant under a prime firm?
Answer: The solicitation will be evaluated based on the criteria stated under Section 3 of the RFQ. While we do not restrict what type of Architectural/Engineering (A/E) firms can pursue the RFQ, those acting as a prime that specialize in limited aspects A/E services delivery may not score as well as those who are able to demonstrate their experience providing a full range of services as a prime.
2. Question: Does this RFQ include scope for MEP Commissioning Services, or will this scope come out separately?
Answer: This solicitation is for general A/E services on an as needed basis. Depending on a specific need of the university, A/E services could include multiple disciplines including, but not limited to, Civil, Structural, MEP, IT, AV, Security, Landscape, Cost Estimating, and the like. If Commissioning services are required, they may be procured through the A/E or otherwise provided by the university. No separate solicitation for MEP Commissioning services is anticipated.
3. Question: Upon review of the solicitation, we noted that the directions state that the submission is to be delivered to Sam Houston State University (Section 1.5.2). We want to make sure this instruction is correct.
Answer: The information contained in 1.5.2 is correct.
4. Question: Confirming that the HUB goal for this IDIQ contract is
23.7% (for professional services). Does the HUB goal need to be met on each potential project, or the IDIQ contract as a whole?
Answer: As a goal, Respondents should strive to allocate at least twenty percent (20%) of the proposed services required under this RFQ to qualified consultants, which are Historically Underutilized Businesses (HUB or HUBs). If the A/E is a HUB, it should strive to perform at least twenty-five percent (25%) of the work. The HUB Subcontracting Plan submitted as part of this RFQ should demonstrate the Respondents commitment to supporting HUB enterprises at these levels. At the time of a Task Order award, the A/E shall submit a project specific HUB Subcontracting Plan based on the HUB Subcontracting Plan submitted as part of the RFQ.
