About this file
This document is the Historically Underutilized Business (HUB) Subcontracting Plan Instructions for Invitation for Bid (IFB) No. 608-23-961A for Court Reporting and Transcription Services issued by the Texas Department of Motor Vehicles (TxDMV). The IFB seeks competitive bids for court reporting and transcription services for meetings, hearings, depositions, proceedings, and various other types of meetings or events held primarily at the TxDMV Headquarters but may be held at various other locations statewide. A completed HUB Subcontracting Plan must be included with the bid response, and failure to do so will result in disqualification. The document defines a HUB as a for-profit entity that is at least 51% owned by an Asian Pacific American, Black American, Hispanic American, Native American, American woman, and/or Service-Disabled Veteran, and has its principal place of business in Texas with an owner residing in Texas.
The statewide HUB Program facilitates the use of HUBs in state procurement, and each state agency must make a good faith effort to utilize HUBs in contracts for construction, services, and commodities purchases. Vendors seeking HUB certification are required to submit a completed HUB certification application and supporting documentation to the statewide HUB Program. Questions regarding the TxDMV HUB Program or the HUB Subcontracting Plan may be directed to the TxDMV HUB Office.
