About this file

This document contains instructions for the Historically Underutilized Business (HUB) Subcontracting Plan required as part of the bid response for the Texas Department of Motor Vehicles' (TxDMV) solicitation for Court Reporting and Transcription Services (IFB No. 608-23-961A). The solicitation seeks competitive bids for these services primarily at the TxDMV Headquarters, but potentially at various other locations statewide. Failure to include a completed HUB Subcontracting Plan will result in disqualification of the bid response. The document defines a HUB as a for-profit entity that is at least 51% owned by an Asian Pacific American, Black American, Hispanic American, Native American, American woman, and/or Service-Disabled Veteran, and has its principal place of business in Texas.

The HUB Subcontracting Plan instructions outline the statewide HUB Program, which facilitates the use of HUBs in state procurement and provides information on the state's procurement process to minority, woman-owned, and service-disabled veteran-owned businesses. State agencies, including TxDMV, are required to make a good faith effort to utilize HUBs in their contracts. Vendors seeking HUB certification must submit a completed application and supporting documentation to the statewide HUB Program.
