About this file
This document contains Addendum No. 2 to Request for Proposal (RFP) No. 458-24-E240627 issued by the Texas Alcoholic Beverage Commission (TABC) for the development of an Alcohol Responsibility and Safety Video. The RFP requests a 3- to 10-minute video that engages the audience and uses plain language to explain the meaning of social hosting and the risks associated with serving alcohol to minors. The vendor must deliver the final video by September 30, 2024, and provide 3-5 cutdown versions of the video for use on social media and the TABC website. The RFP allows for live-action, animated, presenter-driven, or stock/original footage approaches, with no preference for the format. The budget for the entire project cannot exceed $25,000, and the selection will be based on best value to the State of Texas rather than cost alone.
The RFP provides background information and sample videos for reference, and the vendor is required to follow the TABC brand guidelines. The RFP is open to all eligible companies, including out-of-state firms with the right to do business in Texas. No HUB subcontracting plan is required for this informal solicitation, and insurance requirements are at the discretion of the respondent's industry. The successful vendor must be able to meet the tight production timeline of approximately one month, as the project is funded by a grant with a September 30, 2024, end date.
