REQUEST FOR PROPOSAL

Advertising Services RFP No. 787-LSCO-053124

Notice to All Respondents:

The following Addendum No. 1 to the Request for Proposals (RFP) ESBD Posting No. 787-LSCO-053124 as issued on July 18, 2024

I.GENERAL:
Below are the Questions that were presented along with Answers to each inrelation to this RFP as of July 31, 2024.

1.Q: How do we sign up for correspondence/addendums regarding this RFP and to confirm we will be bidding on the contract?

A: Refer to Section 2.2-2.3 of the solicitation posted. It is the Proposer's responsibility to continually check the ESBD for Addenda.

2.Q: Please confirm the due date, time, and preferred submission method of the proposal.

A: Refer to Section 3 – Requirements of Proposal.

· 3.1 PROPOSAL SUBMITTAL DEADLINE AND LOCATION

· 3.3 PROPOSAL FORMAT AND REQUIRED COPIES

3.Q: What is your current CMS, CRM, and technology stack?

A: CMS (content management system), Omni and runs on a windows server. We do not have a CRM.

4. Q: Is there someone who could be considered an incumbent on this project? Is there another company that you’ve worked with before, or any other company that would receive preference for winning this project?

A: Previously one agency was under contract for services. All acceptable proposals are evaluated equally following the evaluation criteria within the RFP.

5. Q: What is your projected budget for this project? How much of this budget is projected to be allocated to media spend vs. agency fees?

A: LSCO will pay only for services utilized and makes no guarantee of a maximum amount paid over the course of any contract resulting from this RFP.

6. Q: What are your top marketing challenges?

A: Enrollment, branding and program level marketing.

7. Q: What marketing strategies have you tried before?

A: Traditional and non-traditional strategies including all forms of media.

8. Q: Are there opportunities in your market that you feel you haven’t capitalized on?

A: Always. With a limited budget, there will always be opportunities left on the table. However, we hope the selected vendor would be able to provide best practices and market experience for which opportunities to prioritize.

9. Q: Do you have an in-house marketing team? What are their roles?

A: Yes. The LSCO Office of Marketing and Communications strives to keep both the campus and surrounding communities informed of important information regarding the College, including distributing news releases and announcements; catalogs, and schedules; placing advertising and promotional media, and overseeing web and social media content.

10. Q: What technologies and systems do you currently use to track marketing efforts?

A: There are only basic tracking mechanisms in place like Google Analytics and tracking related to digital marketing. Some interest forms ask the “how did you hear about us” question, but that data is not currently being used. There is a vendor in place called Capture Higher Ed that is used for some enrollment marketing and tracking.

11. Q: Are you in control of the access and integration of these systems? Is that expertise on staff? Or is that a 3rd party’s responsibility?

A: Both staff and 3rd party.

12. Q: Can you provide access to these systems to your strategic marketing partners?

A: Potentially, but that would require a conversation with those involved.

13. Q: Have you conducted any previous research related to your marketing goals?

A: We have just completed a strategic plan for 2024-2029 that has institution level initiatives. There are no specific marketing goals outlined at this time.

14. Q: If so, can you compile and share that existing research?

A: There is no existing research to share at this time.

15. Q: If no research exists, do you plan on investing in research?

A: If a vendor proposes market research investments that will significantly enhance marketing efforts, then the potential exists.

16. Q: Will this be a new effort for LSCO or the continuation of existing marketing program?

A: LSCO has consistently invested in marketing efforts since 2012 with various media agencies and partners.

17. Q: On page 19 of the RFP 5.3 Media Placement & Client Management, section 5.3.1 what is meant by strong knowledge of “Southwest Louisiana media agencies”?

A: “Agencies” is referring to traditional and non-traditional advertising providers in the Southwest Louisiana area.

18. Q: We are asking for clarification regarding the HUB participation goal. Per Appendix One: “Each Proposer, whether self-performing or planning to subcontract, must complete and return the HSP…” We are HUB certified. If we self-perform as prime, does this meet the HUB participation goal of 26% for this RFP?

A: A HUB Subcontracting Plan is required per the RFP, regardless of whether the prime contractor is a HUB vendor or not. Yes, a prime contractor which is a State of Texas certified HUB vendor, and which is self-performing meets the HUB goal for this RFP. This is contingent upon the HUB HSP receiving approval by the HUB Coordinator during the administrative review of the proposal submission
