About this file
This document is a memorandum from Brody Ballard, Coordinator of Legal Services at Integral Care, responding to questions regarding their June 26, 2024 Request for Proposals (RFP) for an Emergency Dispatch System. Integral Care is particularly interested in vendors with experience in electronic health records and working with Public Safety Answering Points (PSAPs). The system should include features such as digital rights management to prevent downloading and sharing of protected health information. It is expected to handle 300-500 crisis/emergency incidents per month, with 50 responders and 30 dispatchers using the system. The RFP has a submission deadline of 5:00 P.M. CST on July 30, 2024.
The memorandum also provides clarification on the electronic health record component, stating that the system should be able to communicate with Integral Care's existing EHR to receive dispatch requests, but does not necessarily need to export full data into the EHR. Historically Underutilized Businesses, including Minority-Owned and Women-Owned Businesses, are encouraged to apply for this contract opportunity in the state of Texas.

MEMORANDUM
TO:
All Persons/Entities That Have Received Integral Care’s June 26, 2024 Request for Proposals for an Emergency Dispatch System (“RFP”) FROM: Brody Ballard, Coordinator of Legal Services
RE:
Response to Questions Regarding RFP
DATE:
July 23, 2024
QUESTIONS/RESPONSES
Q1: Do you have any more specifics you can share such as certain manufacturers your leaning towards or that the specifications in the documents is based off of?
A: There have been several vendors that have shared demonstrations at various conferences for 911/988 that have contributed to Integral Care’s interest in expanding capabilities for its mobile crisis outreach teams. Integral Care is particularly interested in vendors who have experience with electronic health records and working with a Public Safety Answering Point(s) (PSAP).
Q2: Do you need emergency call buttons for staff duress along with a mobile application?
A: Not necessarily; however, Integral Care is interested in such an option so that its users do not have to be in different applications.
Q3: In Attachment B: Mandatory Specifications it states: “Management of Data Access and Sharing: Includes digital rights management (DRM) to prevent downloads/further sharing.” Can Integral Care please elaborate on how DRM relates to the emergency dispatch system?
A: The intent is to understand what controls the emergency dispatch system has in place to prevent users from downloading protected health information or other confidential information and sharing with others. Certain designated staff must be able to forward protected health information, but it must be be logged and only open through security settings.
Q4: Regarding the “electronic health record mentioned” in Attachment B: Mandatory Specifications: Will the emergency dispatch system be expected to export data to Integral Care’s EHR? If so, what data would need to be exported?
A: At a minimum, Integral Care requires the number of dispatches, time of response, time on scene, and outcome of response, but not necessarily exported into Integral Care’s EHR. The EHR component mentioned is so that a dispatch can come out of the EHR as well as computer-aided dispatch (CAD) and communicate with the mobile dispatch system for dispatch.
Q5: Can Integral Care please provide estimates for the following numbers:
a) Estimated total number of individual responders expected to use the emergency dispatch system?
A: Fifty (50).
b) Estimated total number of individual dispatchers expected to use the emergency dispatch system?
A: Thirty (30).
c) Estimated average number of crisis/emergency incidents dispatched through the system on a daily/weekly/monthly basis?
A: 300-500 monthly.
