About this file

The document provided is an Overview of the 2024 GPO Accreditation Program established by the University of Texas (UT) System Board of Regents. The program aims to ensure UT System institutions utilize contracts offered by Group Purchasing Organizations (GPOs), including Texas state agencies performing GPO functions, only if the GPOs use sourcing processes accredited by UT System as meeting minimum procurement standards. GPOs that fail to secure or maintain accreditation, or decline to participate in the accreditation process, cannot be used by UT System or its institutions for GPO services. The accreditation process is managed by the UT System Office of Collaborative Business Services, and interested candidates must complete and submit the GPO Accreditation Program Survey and Consent Form. UT System will have the right to audit the records and processes referenced in the accreditation process.

The key deadline for submission of related accreditation application materials is 3 pm Austin time on August 1, 2024. The program covers the jurisdictions of Travis County and the City of Austin. Eligible GPO applicants must secure a nomination from one or more chief procurement officers of UT System institutions, supported by information indicating that the nominee meets the required "value component test" as detailed in the Operating Procedures.

Overview of 2024 GPO Accreditation Program

Background In February 2016, the UT System Board of Regents approved a Group Purchasing Organization (GPO) Accreditation Program and delegated to the Executive Vice Chancellor for Business Affairs (EVCBA) the authority to execute the Program. The purpose of the Program is to ensure that UT System institutions utilize contracts offered by GPOs, including Texas state agencies performing GPO functions, only if the GPOs use sourcing processes accredited by UT System as meeting minimum procurement standards established by the State of Texas and the UT System Board of Regents. GPOs that fail to secure or maintain accreditation, or that decline to participate in the accreditation process, cannot be used by UT System or its institutions for GPO services.

Operating Procedures The Operating Procedures provided to accreditation applicants describe the accreditation process in detail and associated timing. All new, interested candidates for accreditation must complete and submit with their application the GPO Accreditation Program Survey and GPO Accreditation Program Consent Form. UT System will have the right to audit the records and processes referenced in the accreditation process.

The UT System Office of Collaborative Business Services (OCBS), formerly the UT System Office of Shared Services (UTSS), will manage the Program. Paul Steinkraus of OCBS will be the primary point of contact for questions from candidates during the application process. All questions regarding the Program, whenever they arise, will be restricted to written communications submitted to Paul at psteinkraus@utsystem.edu.
