CONTRACT TERMS

This Request for Proposal (“RFP”), and the information contained within, is an invitation to bid and is provided to assist qualified bidders in formulating proposals. This RFP is not a contract nor an offer to contract. No contractual obligations shall arise until a formal contract is executed between Lone Star College and the successful respondent.

The term of the award with the successful respondent will be for an initial period of three

(3) years, with additional two (2) one-year options, by mutual consent—not to exceed a total contract term of five years inclusive of the initial three-year term.

Per Lone Star College Policy Manual, Section III.D.1.4 and III.D.1.7, all vendors are responsible for verifying an individual’s or organization’s authority before any purchase, contract, or debt is incurred. Persons making unauthorized purchases are fully responsible for such debts. Therefore, vendors are not to render any services or provide goods to Lone Star College until an executed contract is in place.

SCOPE OF WORK

Lone Star College (“LSC”) is seeking a vendor to provide armored car services. These services shall include, but not be limited to, pick-up of cash and checks and change order delivery services from multiple LSC campus locations. If awarded a contract, the Respondent’s firm shall be responsible for adhering to the established schedule. Only as a result of unforeseen circumstances, and/or with the approval of the Lone Star College

System Office, may the established service schedule be changed. If for security reasons the schedule must be varied, a “not earlier than” time shall be established to allow adequate preparation of the deposit by the location’s

Business Office.

3. SPECIAL PICK UPS

Special pickups (extra) may be required. Special pickup requirements may vary from LSC’s campus locations, but unless otherwise designated, there may be an occasion for the following:

Proposals are requested for a monthly rate for each LSC campus location, with a separate rate for the two working weeks of December and three working weeks in

March. Furnish a one-hour timeframe window between the hours of 8:00 a.m. and

4:30 p.m., on Tuesday and Thursday, when service at the LSC campus location(s) included in the proposal will be scheduled.

Firm prices are requested for three (3) years for armored car services. LSC reserves the right to award reasonable and substantiated fuel increases once (1 time) per contractual year. LSC reserves the right to reject any unsubstantiated price increase. It will be the responsibility of the contracted transportation provider to request in writing a rate increase to be approved by LSC for the additional two

(2) one-year options period, provided the contract is extended through mutual agreement.

Provide rates for special pickups (extra) that may be required at any LSC campus location during registration periods. Registration periods normally occur two to four times per year. The number of special pickups will vary by time period and by LSC campus location depending on registration volumes.
