About this file

This document is an addendum to Solicitation 405-24R0018018 issued by the Texas Department of Public Safety (DPS) Procurement and Contract Services. The addendum provides answers to questions submitted regarding the testing requirements for Low Power Variable Optics (LPVO) with mounting systems for a picatinny rail system. Key details include:

The DPS Firearms Training Unit and armorers will inspect submissions for conformity with specifications, and will allow alternate one-piece mounts with a two-bolt securing design. The solicitation does not specify a required reticle design or MOA, and reticle changes will not require re-testing. Optics will be tested on DPS-provided rifles, not vendor-provided firearms. The Department will mount the optics per the manufacturer's recommendations, with a mounting height per industry standard. The drop test height will be 60 inches, based on average male and female eye heights. The vendor must provide 5,000 rounds of Winchester 223 Remington, 55 Grain ammunition for testing, though alternative brands such as Hornady TAP and Frontier are also acceptable.

1. “All submissions will be inspected for conformity with specifications/salient characteristics by the Texas Department of Public

Safety Firearms Training Unit and armorers.”

k). One-piece cantilever mount

Will the Department of Public Safety representatives accept alternate one-piece mount with a two-bolt securing to the rail design?

Answer: Yes

2. Section 3: Optical Clarity, Page 3-SIG SAUER offers (8) different types of reticles. Is there a specific design of reticle and MOA required for

LVPO testing?

Answer: No

If the desired optic passes testing but a different reticle then tested is desired, will that prompt testing to start over from the beginning?

Answer: No, the reticle change will not result in re-testing. The manufacture may be required to provide the specific reticle for Phase

IV if selected.

3. Will all shooters be provided new Daniel Defense rifles when the testing begins?

Answer: During Phase I optics will be placed on Department rifles with a lower round count. During Phase II the optic will be mounted on a newer Department rifle, with less than 500 rounds through the weapon.

4. Will the Department of Public Safety representatives allow SIG SAUER to bring SIG SAUER rifles to the testing with the requested SIG SAUER

Electro-optics mounted and installed for testing?

Answer: No, optics will be tested on most common Department approved gun.

5. If SIG SAUER is not approved to bring SIG SAUER rifles with SIG

SAUER Electro-optics installed:

Will the Department of Public Safety representatives allow SIG SAUER shooters to mount the Electro-optics to the Daniel Defense rifles prior to the beginning of testing?

Answer: No, The Department representatives will mount the optics per manufacture specifications.

Will the mount and optic height be the industry standard or other specification? If other, please advise the specification details.

Answer: Height is per manufacture recommended specification.

6. “The optic and rifle will be dropped onto a concrete surface from 60 inches.”

Will the Daniel Defense rifle be tested in the same configuration/platform during the drop test? A 60” drop test is standard for a pistol drop test. Due to the force and weight of a rifle drop SIG

SAUER respectfully requests the drop test height be lowered to account for the weight of the rifle.

Answer: The average male eye is height is 64” while the average female eye height is 59”. The 60” height was based off these numbers.

7. “The Bidder will supply 5,000 rounds of ammunition for this test. The ammunition required will be .223 Rem, Winchester 55 grain full metal jacket (USA223R1).”

Will the Department of Public Safety representatives allow an alternative ammo for testing? If so, what other ammunition brands are acceptable?

Answer:

• Winchester 223 Remington, 55 Grain (W2231000 or W223K)

• Hornady TAP .223 Remington 55gr FMJ
