Question Response

1. Section 7.1

In Section ‘7 Scope of Work (SOW)’ on Pages 12 and 13, it provides the estimated number of pickups needed and containers disposed of for each facility. With regard to containers, is the number listed for each site the total annual amount of containers disposed of or the number of containers disposed of per pickup? Is the pharmaceutical and controlled substance waste that each location disposing of considered wastage or inventory? Our current pharmaceutical and controlled substance disposal programs are designed for wastage only. Wastage refers to a pharmaceutical or controlled substances that remains leftover or that can no longer be utilized after being removed from inventory and administered to a patient. Services will not be provided for any pharmaceutical or controlled substances disposed of that would be considered inventory. Please confirm whether the pharmaceutical waste and controlled substances being disposed of would be considered wastage or inventory.

The number of containers and pickups listed are an annual estimate and subject to change. Please describe the service you would provide based on those estimates. This is for disposal of waste not inventory.

2. Section 7.1

In Section ‘7 Scope of Work (SOW)’ on Pages 12 and 13, it states that large 18 gallon containers are being utilized for disposal of pharmaceutical (haz and non-haz) as well as controlled substances. Are controlled substances being comingled into the same container as the pharmaceutical waste or are they packaged into a separate container which is then placed inside of the larger container for service?

Please describe in detail the service you provide and processes available to dispose of haz and non haz as well as controlled substances. Include the process, service, cost benefits of comingling waste in the same container if that is a service you provide vs separating waste and disposing(packaged) into separate containers. HHSC will follow the vendor instructions for waste separating as needed.

Question Response

3. Section 7.1

In Section ‘7 Scope of Work (SOW)’ on Pages 12 and 13, it states that the chart provided is an estimate of the number of pickups and containers that each site will need and that this information is subject to change. The programs we offer for these services are billed at a flat monthly fee based on the number of pickups and allotment of containers a site is setup for per year. Should the needs of sites for these services change, we are able to right-size services and provide a new monthly fee based on the new annual total of pickups and allotment of containers that a site requests to be setup with. If the needs of the sites should change and either a decrease or increase in services is needed, will HHSC be willing to right-size their services? If so, will an addendum or Change Order be issued for the requested change?

Please provide the details of the program you offer for number of pickups and containers including the specifics at a cost of $ per month. The chart is an estimate and subject to change. We request that each site work with the vendor to setup services including number of containers and pickups etc that meet their needs before service starts. HHSC service needs may change, and will right-size our service, a quote will be required to add or decrease funds. Please provide more information on how cost for services is determined.

4.

Will any Schedule I controlled substances be disposed of from any of the locations? If so, which type of Schedule I controlled substances will be disposed of and which site will be disposing of them? Our program does not allow for disposal of Schedule I controlled substances.

No Schedule I controlled Substances.

5. Section 7.1

With regard to controlled substances, will all of these sites be disposing of controlled substances? If not, which sites will be disposing of controlled substances? How are the sites currently disposing/storing their controlled substance waste? Are the sites utilizing Rx Destroyers or a similar type of product? If so, which type of products are being used and by which sites?

Yes, all will dispose of controlled substances.

Many sites are using RxDestroyers, a couple are using a drug disposal vendor’s-controlled substance disposal container.

6.

In the Q&A addendum for the previous IFB, HHSC stated that unless there is only one vendor that submits a proposal for these services, HHSC will not be able to negotiate their terms and conditions or scope of work/requirement of services. Is this still the case? We feel that negotiation is warranted due to the hazardous nature, additional regulations and subcontracting needed to dispose of this waste.

Yes, State procurement policy for soliciting IFBs states, if one response is received negotiations are permitted, if multiple responses are received the agency is unable to negotiate.

7.

Should vendors have all original bid documents included with their submitted proposal or just those documents and forms that are required to be completed and submitted?

The respondent must submit the documents outlined in Appendix A of the IFB.
