About this file
This document is an Addendum to the Request for Bids (RFB) 2024-023 for the WMARSS Central WWTP Digester Cleaning and Improvements project, issued by the City of Waco, Texas. The project generally consists of the removal, screening, and disposal of accumulated digester contents, washing of tank walls and piping, replacement of the floating gasholder cover, plug valves, and digester gas piping modifications. Prequalification is required to bid on the project, with a non-mandatory pre-submittal meeting scheduled for July 10, 2024, at 2:00 P.M. Central Time. The bid closing date is August 22, 2024, at 2:00 P.M. Central Time, with bids to be submitted via Zoom and dial-in. The addendum provides responses to questions received, revisions to the contract documents and technical specifications, and updates to the project deadlines.
The addendum clarifies pricing terms, such as the contractor being responsible for tracking landfilled solid waste, with the City paying the associated tipping fees. It also confirms that this project is funded with local funds and is not subject to the Buy American or American Iron and Steel requirements. The addendum further provides details on the tank wall elevations, operating pressure ranges, and pressure relief valve settings for the digester cover design.

RESPONSES TO QUESTIONS RECEIVED:
1. Spec 09 96 11 High performance Coatings - 3.6C2 call for coating on interior and exterior digester covers. Spec 467317 Digester Covers 3.1 A Calls for silicone coating or polyurethane foam. 3.1D calls for foam insulation and silicone coating above the domed tops of digesters.
2.4 11- calls for heat trace and 1" thick FRP jacket on PRV and flame arresters. I cannot find spec for these materials or notes on plans if these are required. Please confirm and clarify use and type of material.
Response: Provide coatings as detailed in Section 099676.33 paragraph 3.6.C. 1-inch FRP jacket on PRVs are required, Section 467317 paragraph 2.4.G.11 details the material of construction as “silicon impregnated woven glass cloth lining with a one-inch thick, six-pound density fiber glass insulating material”
2. The owner or engineer has software system. Spec requires contractor to purchase system for 7 license users. Is the contractor required to purchase website management software for this project?
Response: The contractor is to purchase one license of the software. This will allow multiple users access, but not all at the same time.
3. Apparently, the corbel elevations for tanks 1A&2A are different from the corbel elevations for tanks 3A & B. We need confirmation of the top of the tank wall elevation and the corbel elevation for the tank we are to design the gasholder cover (Digester B).
Response: The top of tank elevation for Digester B is EL 396.00, and the top of corbel elevation is EL 380.875 ft as shown on drawings D-4 and M-3, respectively.
4. Please clarify if AIS or BABA requirements apply.
Response: This is not a BABA or AIS project. It is funded with local funds that do not have these federal requirements.
5. Confirm if prices should be valid until September 2024, as stated on RFP pages 6 and 15.
Response: Per page 6, the final decision will be made, and submitters notified by October 2024. Per page 15, the bids are to be valid for 90 days after the bids have been opened.
6. Note that there is a discrepancy in total side sheet length between sections 2.3 C 5 and 2.3 F 3.
Confirm the required length.
Response: The required side sheet length is 13.83 ft.
7. Clarify the operating pressure for storing 65,800 ft3 of gas, as sections 2.3 C 7 & 10 are unclear. Confirm the PRVB relief and escape pressures on page 9 of the specification for cover design purposes.
Response: The normal operating pressure range of Digester B is 8.5-10 in w.c. The PRVB relief and escape pressures should be set at 12 in w.c.
8. Confirm if the listed 304SS vertical slide guide MOC applies to both: the guide (mounted on the tank) and slider (mounted on the cover) or if a standard MOC can be used for the slide guide (HDG).
Response: Provide 304SS for both the guide and slider.
