Texas General Land Office -9- RFP No. 1914-JW Addendum No. 1
(ADMINISTRATIVE) Can you please clarify how Operator/Contractor should title our documents submitted to the Box URL? Section
3.3.1 states that we title the documents as outlined in 3.3.1(a) and 3.3.1(b), but Section 3.4.2 states an alternative way to title the documents that are uploaded.
Use the title format in Section 3.3.1 of the solicitation.
(PAYMENT TO OPERATOR) Are we correctly interpreting Section 8.02 to mean that we will not be reimbursed for Operating Expenses?
Yes.
(BILLING & PAYMENT TO
OPERATOR) Will Operator/Contractor be billing the payor sources and receiving payments or is Operator/Contractor billing on behalf of the state, the funds go directly to GLO/VLB accounts, and Operator/Contractor would then invoice the state based on payor mix and the final rates in Schedule 8.02?
Operator/Contractor billing on behalf of the Residents is kept in the billing services/system called Point, Click Care (PCC). The funds go directly to the GLO/VLB, and are recorded against the Residents' accounts receivables in PCC. The Operator/Contractor then invoices the GLO/VLB based on the payor mix and rates listed in Schedule 8.02.
Texas General Land Office -10- RFP No. 1914-JW Addendum No. 1
OPERATOR) We are seeking clarification on our understanding of the reimbursement model. Our understanding is that Operator/Contractor will receive a management fee (the monthly Fixed Fee Component in Schedule 8.02) plus reimbursement for care provided, which said reimbursement is set by various payor sources. Is this correct? If correct, please confirm the reimbursement rates paid to the Operator (or identify where specified in the RFP).
Yes; pursuant to Senate Bill 20 (84th Regular Session) (SB 20), the GLO/VLB posts on its website each contract into which it enters.
The contract containing current rates can be obtained there, specifically at https://s3.glo.texas.gov/sb20/#search.
OPERATOR) Again on reimbursement model… please confirm whether the following example is correct (and if not, why incorrect). If Operator/Contractor bills payor sources for a total of $1M, the Operator/Contractor would then invoice the GLO/VLB for the $1M plus our fixed contractual monthly fee of $X.XX.
So, therefore, after submitting invoice and then 31 days, Operator/Contractor would receive $1M plus the contractual monthly fee of $X.XX (for total = $1M + $X.XX). Is this correct? If not, why incorrect?
Reimbursement is based on the monthly censuses of the number of days residents by payor source stay in the Home and service-connected disability (SCD) rated veteran-related expenses. For the former, invoicing will be the fixed monthly fee for the Operator and i) the product of all private payor days and the private payor rate; ii) the product of all Medicare A payor dates and the Medicare rate; iii) the product of all Medicaid payor days and the Medicaid rate; and iv) the product of hospice care payor days and the Hospice rate.
Texas General Land Office -11- RFP No. 1914-JW Addendum No. 1
(BILLING) Does the GLO/VLB already have their own contracts set up with the payors? And will Operator/Contractor be expected to assist with cost reporting and contracting?
Yes; with Medicaid and the GLO/VLB will complete the cost reporting. The Operator/Contractor is responsible for completing the cost reporting for Medicare. The GLO/VLB will help with supplying some reports.
35 General
(BILLING) Does the GLO/VLB conduct their own case management or is that expected from the Operator/Contractor?
The operator must provide its own case management.
(DATA REQUEST) A copy of the “winning RFP response” from the last RFP for the Ussery-Roan Texas State Veterans Home should be available pursuant to a Freedom of Information Act/Public Records Request. Further, sharing of the information contained within the “winning RFP response” from the previous RFP would allow each interested party to have equal/fair knowledge. Accordingly, could you provide or publish a copy of the “winning RFP response” from the last RFP for the Ussery-Roan Texas State Veterans Home?
Pursuant to Senate Bill 20 (84th Regular Session) (SB 20), the GLO/VLB posts on its website each contract into which it enters.
Operator agreements can be obtained there, specifically at https://s3.glo.texas.gov/sb20/#search. Information related to responses on requests for proposals may be obtained through a Public Information Request at https://s3.glo.texas.gov/glo/the-glo/public-information/requests/index.html.

HUB Subcontracting Plan (HSP)
Once the agency determines that HUB subcontracting opportunities are probable in the Scope of Work, a completed HUB Subcontracting Plan must be returned with your Bid/Proposal.
If the HSP is not submitted with your response or fails to meet good faith effort requirements, your response will not proceed to the evaluation team.
HUB SUBCONTRACTING PLAN (HSP) IS A REQUIREMENT
Read the HUB Subcontracting Plan (HSP) form before you begin.
The HUB GOAL is identified in the “Special Instruction” section of the HSP.
Decide whether or not you will need to subcontract parts of the contract in order to complete the agency’s scope of work.
Read the four different options on the HUB Subcontracting Plan (HSP) checklist and determine which options fit your response. Answer each section within that option.
Note: HSP Good Faith Effort – Method B (Attachment B) will require you to provide a Good Faith Effort notification and contact HUBs, trade organization or development centers.
HUB SUBCONTRACTING PLAN (HSP)
