About this file
This document is a Request for Proposals (RFP) issued by the Texas General Land Office ("GLO") and the Veterans Land Board ("VLB") (collectively the "GLO/VLB") seeking proposals to manage and operate the Ussery-Roan Texas State Veterans Home located in Amarillo, Texas. The GLO/VLB currently owns nine Texas State Veterans Homes across the state and is requesting proposals from entities that can demonstrate the ability to operate and manage the 120-bed Amarillo facility on behalf of the GLO/VLB. The RFP outlines the specific scope of services required, including management, operations, staffing, maintenance, and nutrition/dining program responsibilities. Respondents must submit proposals by June 3, 2024, and the GLO/VLB plans to award a contract with an initial term through August 31, 2027, with the option to extend for one additional three-year term.
The RFP provides details on the current funding model, which includes per diem payments from the U.S. Department of Veterans Affairs and resident fees set by the GLO/VLB. Respondents must submit detailed pricing proposals, including fee arrangements and budget estimates. The GLO/VLB will select the proposal that provides the "best value" based on criteria such as cost, relevant experience, operations plan, staffing approach, and maintenance methodology. The current operator, ML Cares, LLC, may be eligible to submit a proposal to continue operating the facility.
