About this file
This document is a Proprietary Purchase Justification from the Texas Water Development Board (TWDB) for the procurement of meteorology station components under Contract #220-87. The TWDB intends to purchase various products from Campbell Scientific, R.M. Young, Met One, and Solarcraft to support the expansion of the TexMesonet program, which aggregates the state's existing weather station networks and builds a dense network of automated weather stations across Texas. The requested items, which include sensors, mounts, enclosures, and other accessories, are essential for maintaining network standardization and interoperability as the program continues to install additional weather monitoring stations. The purchase is competitive, with the requested items available from multiple sources.
The justification explains that standardized equipment and configurations are imperative for the efficient troubleshooting, objective comparison, and maintenance of data quality and connectivity across the TexMesonet network, as noted by other established mesonet programs. The TWDB has developed automated data retrieval and web presentation procedures based on a standard system architecture and sensor configuration, and the purchase of the specified products will allow the agency to interchange parts and equipment as needed to maintain operations across all stations.

The TexMesonet program has been tasked with aggregating the state’s existing weather station networks into a central repository and building a network of automated weather stations across the state to fill gaps in existing network coverage. This resulting network-of- networks is able to provide coverage at a dense enough spacing to observe and monitor meso-scale weather events, such as individual thunderstorm supercells, in near real-time. As of , the TexMesonet program has installed and continues to operate and maintain stations. As the program has been tasked with additional station installations in Fiscal Year 202 , maintaining network standardization is essential to effective network operations.
Existing stations utilize equipment based on initial system design guidance from personnel with the Oklahoma Mesonet and West Texas Mesonet. The TWDB has developed automated data retrieval and web presentation procedures based on a standard system architecture and sensor configuration.
As the TWDB continues to build the weather monitoring network, a uniform design is essential. As noted by multiple established mesonet networks across the country, including the Oklahoma Mesonet, the West Texas Mesonet, and the National Coordinated Soil Moisture Monitoring Network, standardized equipment and configurations are imperative for efficient trouble shooting, objective comparison, and an ability to maintain data quality and connectivity. In addition, standardized equipment will allow the TWDB to interchange parts and equipment as needed to maintain operations across all stations.
The purchase is competitive as the requested items are available from multiple sources.
