About this file

This document is an Addendum to a Request for Proposal (RFP) issued by Tarleton State University for a Hotel Feasibility Study. The RFP seeks services to evaluate the feasibility of a hotel development near the university's campus in Stephenville, Texas. Key details include:

The university is requesting additional information on the reasons for initiating this study, given a previous analysis performed in 2021. The RFP clarifies that the City of Stephenville will not participate in the selection process, though the city and university are partners in the hotel development project. The RFP does not provide a budget amount, but indicates a site has been identified. The new Event Center under construction will have 7,500 fixed seats and is expected to open in Fall 2025. Respondents are required to complete a HUB Subcontracting Plan and provide references for feasibility study services. An on-site visit with references may be requested.

The RFP outlines detailed insurance requirements, including worker's compensation, automobile liability, commercial general liability, and umbrella liability coverage. Respondents must provide certificates of insurance naming the Texas A&M University System Board of Regents, Texas A&M University System, and Tarleton State University as additional insureds.

ADDENDUM NUMBER 1

Hotel Feasibility Study

RFP24-0007

Proposal must be received before: 3:00 PM Central Time, 02, May, 2024

1. Please further elaborate on the university's reasons for initiating the feasibility study, given the similar January 5, 2021 analysis performed by CSL for City of Stephenville / University for a hotel in close proximity to campus. We would like to have updated information since this information is more than three years old.

2. Given its 2021 involvement with City / University on a potential hotel development project, will CSL be precluded from proposing on the university's hotel feasibility study RFP? No

3. Please clarify what role, if any, the City of Stephenville will play in commenting on / reviewing the work products delivered by the Consultant to the University under this RFP. Because this agreement will be between Tarleton and the chosen vendor, the City of Stephenville will not participate in the selection process. However, the city and the university are great partners and are working together to bring a hotel to Stephenville.

4. So we can scale our proposal appropriately, please provide an indication of the budget reserved for the requested services in the RFP. A budget has not been determined.

5. Has a site been identified? Yes, site plan attached.

6. What are the boundaries of the site and the status of the adjacent tracts? Yes, site plan attached.

7. When will the arena that is under construction open and how many seats will it have? We anticipate the Event Center to open in Fall 2025. The facility and will house 7,500 fixed seats and include infrastructure to support concerts with floor seating, trade shows or other events.

8. Is there only one proposed hotel site? Yes

9. Will the site be subject to a lease from the University? Yes

10. We will not be utilizing subcontractors. Please confirm that we do not need to submit a HUB

Subcontracting plan. You will need to complete a HUB Subcontracting Plan as a Self-performing vendor

11. The RFP is requesting references where we have provided management and operational services. Do you mean references where we have provided feasibility studies? Yes

12. Please clarify what the least sentence means: “On site visit of reference may be requested.” An on site meeting with reference could be requested.

13. Are we required to register with the Comptroller of Public Accounts of Texas and obtain a PIN prior to being awarded the project? NO

14. Being that we do not have a Texas address and do not qualify as a Texas Resident Bidder, do we complete the form and NOT sign it? You will complete and sign the form, as you are not filling in State of Texas information you are not certifying that portion.

15. Attachment E - Insurance Requirements – The attachment references architect/engineer throughout. We are neither. Noted see attached Insurance requirements.
