About this file
This document is an Addendum to a Request for Proposal (RFP) issued by the Statewide Procurement Division (SPD), a division of the Comptroller of Public Accounts (CPA) for Water Treatment Chemicals. The RFP is designated as 304T-24-885M2.1 and the major customers are the Texas Department of Criminal Justice (TDCJ) as well as various institutions of higher education in Texas, including the University of Texas at Austin, the University of North Texas, Texas State University, and Sam Houston State University. The addendum provides clarification on the 15-page limit for proposals, the treatment of attachments and forms, and that this solicitation is not the same as a previously posted one that was cancelled.
Regarding pricing and terms, the addendum states that the price list and certificate of insurance will not count towards the 15-page limit, and that the CPA anticipates making multiple awards to cover the varying needs of their customers. Customers will then select a provider that offers the best value to them, and may provide contractors an opportunity to submit more detailed information to help make that choice.

RFP NO. 304T-24-885M2.1 ADDENDUM NO. 2
CONTRACT SPECIALIST: Madison Galvan, CTCD, CTCM
QUESTIONS AND ANSWERS:
Question 1: How is this different from the bid posting in February? Is this a re-do of that? It was mentioned in the pre-proposal meeting, just wanted to make sure we capture it.
Answer 1: There are no changes to the requested categories from the previous posted solicitation.
Question 2: A7.8 Specifications Proposals more than 15 Pages will not be accepted.
The importance of completing Attachment E, Qualifications and Experience Questionnaire, was stressed during the Pre-Proposal Conference. The form leaves minimal space to answer some of the key questions, and we intend to provide some additional information covering some of the key topics mentioned in the RFP, so that our capabilities are fully understood. This will of course, increase the number of pages of our proposal. If we create one pdf document to submit, not including the Mandatory Price Sheet, what pages will count towards the 15 Page limit? Will the cover page, table of contents, required forms (A thru E) and any attachments (Commercial Price List, COI, etc.) count? Our Commercial Price list is 7 pages; should we attach it separately like the Mandatory Price Sheet? Would you consider increasing the Page limit to 25 pages?
Answer 2: Proposals more than 15 Pages will not be accepted. The forms that have been provided as part of the solicitation will not count toward the 15-page limit. The price list and certificate of insurance will not count toward the 15-page limit. All other materials submitted by the Respondent will count toward the 15-page limit, including any cover page or table of contents. Information provided through a link to a web page will not be considered by the evaluators.
We know that some vendors have capabilities or qualifications that are not covered in Attachment E. Please rest assured that Attachment E covers the information that we consider essential to the evaluation. Providing complete answers on Attachment E may be sufficient to earn full points. If the evaluators need additional information, we may ask for it later.
As stated in the RFP, we anticipate making multiple awards to cover the varying needs of our customers. Once the contracts are awarded, customers will select a provider that provides the best value for them. It is anticipated that customers may give contractors an opportunity to submit more detailed information to help them make that choice.
Question 3: I am contacting you for clarification on RFP 304T-24-885M2.1. We recently submitted our bid for RFP 304T-24-885M2, but soon thereafter received a notice to submit under 885M2.1. Is this the same bid? We were just trying to figure out if we incorrectly submitted our previous information. Any light you can shed on the subject would be appreciated.
Answer 3: This solicitation is not the same as the previously posted solicitation. CPA encountered an internal error with the solicitation posting. The solicitation ending in 885M2 was cancelled, and no contracts were awarded.
