About this file
This is a Justification and Approval for Other Than Full and Open Competition executed by the Naval Medical Research Command (NMRC), Silver Spring, MD, on behalf of the Navy to address Navy Expeditionary Medical Research requirements. The acquisition concerns an upgrade of the obsolete videoconferencing (VTC) system in the main conference rooms at NAMRU-D, buildings 851 and 837. The current VTC systems no longer function properly on the network and require replacement to enable Microsoft TEAMS integration and restore the capability to conduct VTC meetings.
The supplies and services consist of a technology refresh with four options: (1) Basic Upgrade with a new TEAMS-capable "All In One" camera/microphone/speaker unit utilizing the existing Government Furnished Equipment (GFE) AV rack; (2) Addition of a ceiling microphone for enhanced microphone pickup range; (3) Addition of equipment enabling use of existing ceiling speakers; and (4) Upgrade of the 837 conference room. The justification invokes 10 U.S.C. 2304(c)(2) and FAR 6.302-2 (Unusual and Compelling) as the statutory exception to full and open competition. Market research was conducted with three local vendors who expressed interest and conducted site surveys. The Contracting Officer will determine fair and reasonable pricing through price analysis before award. The requirement will be posted to the government point of entry in accordance with FAR 5.202. The point of contact is the Material Management Department at usn.detrick.nmrc.mbx.mmd-contracts@health.mil. The justification was certified on 31 July 2026 by Technical POC Paul Bloomer and approved by Contracting Officer Shamai Carter on 05 AUG 2026.
