About this file
This is a Justification and Approval for Other Than Full and Open Competition document executed by the Naval Medical Research Command (NMRC), Silver Spring, Maryland, on behalf of the Navy to meet Navy Expeditionary Medical Research requirements.
The acquisition concerns a one-time calibration of a Photo Research (PR-740) Photometer unit (Serial Number: 4712350) and several accessories, including additional apertures, a 75MM macrospectacular lens, a reflectance standard (Model SR-3), a Neutral Density lens (ND-740-1; S/N 74123501), and a 10-foot fiber. The justification cites 10 U.S.C. 2304(c)(1) and FAR 6.302-1 as the statutory exceptions permitting sole source acquisition, as calibration and periodic maintenance of Photo Research branded equipment is directed exclusively to SAFS, Inc., the manufacturer's agent and sole source for the required service. The PR-740 is designed to maintain stable calibration over long periods and is factory-certified for one year; however, periodic recalibration is required due to inevitable changes from aging, temperature, and dirt accumulation. Self-calibration is not viable as the provided SD card causes an error. The requirement will be posted to the government point of entry in accordance with FAR 5.202. Market research confirms SAFS, Inc. as the only responsible source. The Contracting Officer shall determine fair and reasonable pricing through price analysis before award. NMRC has no current plans to compete future contracts for these supplies or services but will assess feasibility if another potential source emerges. Technical certification was provided on June 11, 2026, by Kharananda Sharma, PhD, Research Physicist, Vision Science/NAMRU-Dayton, and contracting officer certification was executed on July 7, 2026, by Carter Shama.
