About this file

This document is a Justification and Approval (J&A) for Other Than Full and Open Competition for a sole source contract with Roche Diagnostics. The Naval Medical Research Command (NMRC) in Silver Spring, MD, is procuring COVID-19 and Influenza extraction reagents through a drop shipment arrangement. The contract includes six bi-monthly shipments of 1,000 extraction reactions (totaling 6,000 reactions) scheduled between June 2025 and April 2026, utilizing Navy Fiscal Year 2025 funds totaling $52,920.00.

The acquisition is justified under 10 U.S.C. 2304(c)(1) as the reagents are available only from Roche Diagnostics, and any alternative suppliers would compromise diagnostic grade results. The contract will be a single-source procurement, with the Contracting Officer conducting a price analysis to ensure fair and reasonable pricing. The government anticipates negotiating a discounted price from Roche's commercial price list. While open to potential competition if other sources emerge, NMRC currently sees no feasible alternative to Roche for these specialized medical research reagents.
