About this file
This Statement of Work (SOW) outlines the provisioning, staging, configuration, and installation of an Ericsson 6000 series multiplexer system at Naval Communications Station (NCTS) Sigonella in Italy to secure critical communications at the P130 facility.
The contractor must procure all Ericsson hardware, software, and related accessories as newly purchased assets, which become Government property upon acceptance. Work is divided into several key phases: (1) Preliminary—testing fiber optic connections between telecommunications nodes for 48-hour positive certification; (2) First Phase—safely installing multiplexers into existing network racks at NCTS BCO B435, connecting to power and grounding, and configuring all components per installation standards; (3) Second Phase—integrating new multiplexer devices with existing systems using tested fiber optic connections to create a multiplexer ring, with 48-hour positive testing requirements; and (4) Third Phase—configuring all existing circuits based on the list provided by the NCTS DISA Site Coordinator. The contractor must then perform live integration testing verifying traffic routing and hardware failover with zero network disruption, and provide 100% positive test certification to the NCTS Technical Director. The Bill of Materials specifies four Router 6000 hardware packages with multiple components including R6273 systems, line cards, SFP transceivers, power cables, grounding cables, and installation kits, plus four Router 6000 software packages with subscriptions and base packages. Deliverables include an Installation Plan/Method of Procedure due 10 days after contract award, Hardware Inventory upon delivery, and a Test & Certification Report within 3 days of installation completion. The period of performance runs from 1 September 2026 to 29 June 2027, with work conducted at NCTS BCO B435 in Sigonella during standard business hours (08:00–16:00 Monday–Friday). The Government Representative is ETC Luis Melendez, NCTS Sicily Technical Director.

Statement of Work
Provisioning and Installation of Ericsson Multiplexer
Sigonella NAS2
Ericsson Multiplexer SOW | Sigonella
1. Background & Mission Objective The primary objective of this initiative is to secure critical communications at the P130 Sigonella facility. By staging, configuring, and certifying the Ericsson 6000 series multiplexer environment prior to on-site future arrival at P130, this project directly enables the integration of P130 into the existing defense telecommunication network infrastructure.
This deployment is vital to the mission, establishing high-bandwidth transport capabilities, enhance transport reliability, ensuring robust, resilient, and redundant data paths. This installation directly support real-time operational readiness, command and control (C2) stability, and secure multi-node network interoperability across the bases.
2. Scope of Work The contractor shall provide all personnel, equipment, supplies, transportation, tools, materials, supervision, and other items necessary to perform the provisioning, staging/configuration, physical installation, testing, and certification of the specified Ericsson hardware.
The contractor shall provide all required equipment and all related accessories as newly purchased asset. All equipment provided under this contract shall be purchased and, once accepted by the Government, shall become the property of the Government.
• Pre-Configuration Setup: The multiplexer environment shall be fully staged, configured, and software-set by the contractor prior to the future physical relocation to P130. Once in Sigonella, the configuration will be executed in NCTS BCO B435. This ensures that the equipment will arrive at the P130 facility ready for immediate deployment and minimizes local setup complexity. The NCTS Disa Site Coordinator (DSC) will provide the list of all the circuits to set on the new multiplexer devices. The contractor will create and test the fiber optic connections between the nodes in order to integrate the new multiplexer environment with the existing.
3. Task Breakdown
Milestone Task Description Contractor Responsibility
Provisioning & Setup
(NCTS BCO B435)
Procurement and software configuration of the Ericsson 6000 series hardware, software, and licenses. Install and configure all the related components to incorporate the new multiplexer devices into the existing multiplexer environment.
Fiber optic connections tests.
Existing Circuits configuration.
Functionality preliminary tests.
Procure all related hardware, software and components as per section 3 (BOM) in order to have the new multiplexer devices functional and ready to be integrated with the existing multiplexer environment. The contractor will test and validate all the hardware provided.
Preliminary phase: Test the fiber optic to use for the connection between the multiplexer telecommunications nodes. Use proper tools to certify the functionality. 48 hours positive test is required for each connection.
First phase: Once delivered to NCTS BCO B435 in Sigonella, the contractor will safely install the multiplexer into the available existing network rack. After the installation, the contractor will connect the new multiplexer devices with the existing energy station present in B435 and facility grounding. Once properly powered, the contractor will start the multiplexers configuration following the correct installation standards to obtain all the new multiplexer devices ready to be installed in P130.
Including but not limited to: hardware installation, mux components installation, license installation, etc.
Second phase: The contractor will install and configure all the related hardware and software required to integrate the new multiplexer devices with the existing multiplexers devices.
The contractor shall use the fiber optic connections tested on the preliminary phase in order to create the multiplexer ring. The contractor will test the connections made between the new and
Milestone Task Description Contractor Responsibility the existing multiplexer devices verifying the correct functionality using proper tools for at least 48 hours and it shall provide positive test results.
Third phase: The contractor will set all the existing circuits based on the list provided by the DSC and it will apply all the related configuration.
Testing & Integration Live integration of configured Ericsson multiplexer devices into the active telecommunications multiplexer environment.
Verify traffic routing, hardware failover, and baseline protocol integration with zero existing network disruption.
Certification & GOV Acceptance
Final verification and hand-off. The contractor shall perform 100% positive tests and formally certify that the system is fully online, operational, and integrated with the existing multiplexer environment, creating and providing formal tests results certifications package to NCTS Technical Director for procurement acceptance.
Site Cleanup Post-installation restoration. Remove all shipping materials and debris from the facility and dispose of properly.
