GENERAL SERVICES ADMINISTRATION

HEATING OPERATION & TRANSMISSION DIVISION

CENTRAL HEATING AND REFRIGERATION PLANT

TECHNICAL SPECIFICATION

QUARTERLY LINEARITY TESTING & PREVENTIVE MAINTENANCE

FOR THE CEMS AND OPACITY MONITORS

MARCH 5, 2021

I. BACKGROUND

A total of six boilers are served by the Continuous Emissions Monitoring System (CEMS) at GSA Central Heating and Refrigeration Plant (CHRP). The CEMS monitors NOx, CO, O2 as diluent gas, and Opacity. Boiler Nos. 3, 4 and the cogeneration system, 5C, are regulated under 40 CFR Part 75 and the other boilers #1,2,& 6 are regulated under 40 CFR Part 60.

A. Equipment

The CEMS at the CHRP consists of equipment made by ESC that is housed in a rack enclosure in a dedicated room on the 5th floor at the plant. Each stack has a dedicated CEMS that monitors, on a dilution extractive principal, the discharge of

NOx, Carbon Monoxide (CO), O2 diluent gas, and opacity. Each stack CEMS utilizes the respective unit's fuel flow meters, including the Heat Recovery Steam

Generator (HRSG) duct burner’s gas fuel flow meters for Unit 5C, to calculate that unit's total Heat Input. All stack gas analyzers and fuel flow meters have been installed and certified in accordance with the applicable requirements set forth in 40 CFR Part 60 and 40 CFR Part 75. The Plant utilizes an ESC model 1402 dilution probe for the sampling of NOx. The sample is diluted with clean instrument air at the probe. O2 is sampled separately using a different type of probe. There are six (6) Thermo Electron Instruments (TEI) Model 42i NOx Analyzers, six (6) AMP Cherokee model DFC-100R Dilution Flow Controllers, six (6) Teledyne model T300 CO analyzers, and six (6) Ametek 2000 O2 Analyzers. The CHRP CEMS utilizes three ESC model 8864 Data Loggers. The boilers are configured in pairs (1&2; 3&4 and 5&6) and each pair is assigned to a single Data Logger. A central server PC uses XML capable StackVision software on the data acquisition and handling system (DAHS) to collect and store plant environmental-related data and organize the data into required reporting format for regulatory agencies.

B. Summary Description of the CEMS

Each CEMS contains the following equipment:

Dilution Sampling Probe Unheated Umbilical

Dilution Control Panel Zero Air Supply

Calibration Gas System and associated components Data loggers

Analyzers

DAHS

C. The Opacity monitors at the CHRP consist of equipment made by Teledyne Monitor Labs: Light Hawk, model 560 Compliance Opacity/Dust monitor. The optical head and retro-reflector assemblies are housed in rugged aluminum investment castings. The optical head contains the active electronics necessary to produce an electro-dynamic pulsed LED light source across the stack/duct to retro-reflectors assembly and to detect transmitted light. The miniature retro-reflector in combination with an overfill light source precludes misalignment concerns on the stack or duct.

II. SCOPE OF WORK

This contract shall be for one base year and four optional contract renewal periods.

A. Preventative Maintenance

The contractor shall provide all of the necessary equipment, labor and supervision to perform site visits for preventive maintenance and linearity calibration and testing of the CEMS for NOx, O2, CO, and testing of the Continuous Opacity

Monitoring System (COMS) for each of the six boilers at the GSA CHRP as specified in 40 CFR Part 75. The services shall be provided on a calendar quarterly schedule on boilers that are available. Additional site visits shall be billed at a flat rate (extra mobilizations) to perform services on boilers that were unavailable during each quarter’s initial site visit. Pricing is based on performance of the maintenance and testing on six (6) units, for the four (4) quarters of a year. The work is to be performed in up to ten (10) service visits as needed.

Preventive maintenance includes ongoing activities that are accomplished to ensure that the CEMS operate within an accepted level of reliability and availability in accordance with 40 CFR Part 60 and 40 CFR Part 75 including all appropriate appendixes. Additionally, all preventive maintenance work shall be performed based on equipment manufacturer’s recommendations, plant operating conditions and experience and regulatory requirements. All Preventive

Maintenance shall be performed in a timely manner. These maintenance activities shall include but are not limited to the following:

1. Complete system inspection verifying proper operation of the analyzers and sampling systems

2. Perform leak checks on each system

3. Check for alarms and abnormal system operating conditions

4. Replace purge air filters as required

5. Rebuild sampling pumps according to manufacturer’s recommendations

6. Verify air dryer for proper operation and replace chemicals/filters as applicable

7. Perform manual calibrations as required

8. Document and submit maintenance service report to the plant

B. On stack Calibration of Opacity Monitors:

The contractor shall perform an on-stack calibration on all six (6) of the boilers each quarter based on appendix B of the Teledyne Monitor Labs recommended method and generate reports that will be submitted to GSA-HOTD. The contractor shall check for any deviation from set points, as per manufacturers manual.

An on-stack calibration is a more comprehensive check out and adjustment of the entire monitoring system, based on appendix B of the Teledyne Monitor Labs recommended method. Collected data during this calibration is to be retained to provide historical record of the opacity monitoring system.

C. Off stack Calibration of Opacity Monitors:

This requirement is based on a tri-annual requirement schedule. The last year of this service having been completely performed was in 2018. The contractor shall perform an off stack calibration of the opacity monitor on all six (6) of the boilers every three (3) years. For this contract, that schedule falls in the base year (2021) for only three (3) of the boilers, units 1, 2, and 5 and then again in option year three (3) sometime in 2024 for all six (6) boilers.

D. Repair Parts

GSA HOTD shall supply all unwarranted parts necessary for repairs, quality assurance, and quality control of the CEMS system as described in this specification.

E. Quarterly Linearity

The CHRP is regulated under both 40 CFR Part 60 and 40 CFR Part 75. It is therefore required that three-point linearity tests be performed on the NOx, CO, and O2 analyzers during every quarter for every boiler that operates in that quarter.

1. The linearity tests shall be performed according to 40 CFR Part 75 on all boilers and the Cogeneration System, 5C

2. Contractor shall enter all linearity test results into the CEMS DAHS computer in the appropriate format as required by the state regulatory agency

3. The Government will supply all EPA Protocol calibration gases necessary to perform the linearity tests and for on-going QA/QC daily calibrations

4. The contractor shall generate and submit electronic linearity test reports for every boiler tested, every quarter to the plant Environmental Branch

Manager. Hard copies shall be available on request.

F. Emergency Repair Services

1. Contractor shall respond to emergency requests within 48 hours of notification by GSA HOTD. Under this condition the contractor's Service Engineer shall either be dispatched to the GSA CHRP or use remote means to resolve the stated problem.

2. The price will be based on the quoted mobilization/demobilization cost.

III. GENERAL CONTRACTOR SPECIFICATIONS

1. The work required under this contractor shall be performed at the Central Heating and

Refrigeration Plant located at 325 13th Street SW, Washington, DC. It shall be the responsibility of the contractor to ascertain and comply with the prevailing safety and security regulations at this location.

2. The General Services Administration will provide access to the facility during the hours from 7:00 AM until 5:00 PM Mondays through Fridays, except holidays. Work outside these hours shall be coordinated with the General Services Administration point of contact.

3. It shall be the responsibility of the contractor prior to bidding this job, to seek clarification to any unclear items on the specification and inform themselves of existing site conditions. Failure to do so will in no way relieve the successful contractor from work that may be required to carry out the terms of the contract, in accordance with the true intent and meaning of the specifications at no additional cost to the government.

4. Scheduling site visits will be coordinated with the GSA designated point of contact prior to mobilization.

5. The contractor shall clean up the work site at the end of each workday and remove all work-related debris upon completion of the project.

6. Period of Performance is one year with the government having the unilateral option to extend the contract for up to an additional four years.

7. Quotes shall provide prices for one base year and four one-year options.

IV. BASIS OF OFFER

The contractor shall submit a firm fixed price quote for all work specified. The price submittal shall contain a breakdown of the total price as the sum of each line item as follows:

V. BASIS OF EVALUATION

1. Price

2. Past performance based on historic records and work performed by contractor, knowledge of the GSA system, reports submission, response to issues and performance of all tasks included in scope of work.

VI. JUSTIFICATION

GSA Central Heating and Refrigeration Plant is regulated under the District of Columbia and Federal EPA Title V, New Source Performance Standards (40 CFR Part 60) and the

NOx Budget Program. These regulations require that a CEMS be installed, maintained and operated in accordance with 40 CFR Part 60 and Part 75. The Preventive

Maintenance and Linearity QA/QC are necessary in order to comply with these regulations. Non-compliance of the Clean Air Act will impose high financial penalty on GSA Heating Operation and Transmission District. A source can be fined as much as

$25, 000 per day for non-compliance.
