Questions

Note: “p”. numbers below indicate solicitation page number of the subject in question.

1. p.290: BUILDING EXTERIOR AND HARDSCAPE PLAN –Is this used only when Contractor is required to provide pressure washing services? The list contains snow and ice removal, landscape waste, fertilizer use, animal and vegetation pest control, among other things. Please advise how all this is related to pressure washing services, and if so, how ?

Response: No, this is not used only when Contractor is required to provide pressure washing services. None of this is related to pressure washing. This section does not mention pressure washing.

2. p.294: EXHIBIT J-2.9, SOLID WASTE/TRASH REPORT: The bottom appears to be cut off the copy of complete text, making the last line appear cut in half, but readable. Is that indeed the last line?

Response: Pages 291 and 291 were duplicates. Page 291 was incomplete information and deleted.

3. p.296 EXHIBIT J-2.10, EXAMPLES OF ENVIRONMENTALLY SUSTAINABLE PRODUCT ATTRIBUTES AND OFFERINGS: What does the asterisk in the one cell indicate? Likewise, what is box (blank space?) in the one cell indicating?

Response: There is no significance. Asterisks are now removed. The Box has been deleted. That particular Mulch and Compost does not apply under Green Seal.

4. p.325: Evaluation Factors for Past Performance: Is there any significance to the 4 asterisks (****) in the next to last paragraph on the page?

Response: There is no significance. Asterisks are now removed.

Response: Please see the attached 1449 to include commercial clauses

7. Instructions to offerors refers to the Technical Proposal as Part 1 and the Price Proposal as Part 2; this is reversed in the discussion of evaluation factors, which refers to the Technical Proposal as Volume II. Request clarification.

Response: Technical Proposal is Part 1 and Price Proposal is Part 2.

8. P. 322: Technical Proposal instructions state: “The following outline describes in detail the technical factors that the Government will evaluate in each technical proposal submitted.” However, no outline immediately follows. Request that the referenced outline be provided.

Response: Refer to the evaluation criteria

Re Past Experience: As a company fairly new to the 8(a) program, we are teaming in this opportunity with another firm which has extensive past and present performance experience appropriate to this solicitation. How will the experience of Named Team Members/Subcontractors be evaluated in relation to the experience required in the solicitation?

Response: The Government will evaluate the Past Experience of the Prime contractor. Firms that will have teaming partners and using the teaming partners Past Experience must also submit a legally binding Teaming Agreement that will ensure the Government, if awarded, the prime contractor will provide the proposed teaming partner to provide the specified experience and services.

10. Section C.1.1.3 Exclusions, appears to be internally contradictory: Items stated as not part of solicitation: Fire alarm & Sprinkler (no sub), Telecom system, Security system, furnishings, Kitchen appliances, but kitchen grease traps, Piping and fire suppression & alarm equipment are included. We request clarification as to why C.1.1.3.e excludes Fire alarm and sprinkler systems, but C.1.1.3.i requires it.

A. Section C.2, Custodial Performance-Based Statement of Work, Through all of

Section C.2, the Government provides the description for the services it requires of the Contractor. However, in all of the attachments and appendices, we are not able to locate any standards or levels or frequencies of service, or quantities of fixtures, or square footage of wall, floor, and glass areas, or floor plans with dimensions, all of which would greatly help in determining the amount of consumable supplies and the man-hours required for maintaining the National Building Museum in the condition it demands and deserves, given its high public visibility and daily customer usage. Request that much more detail be provided in order for Offerors to accurately price these services, or guidance as to where this information is located in the solicitation documents as issued.

Response: Floor plans have been provided.

181. Page 87, Section C.2.4.6.d,f, Restrooms, Shower Rooms, The Contractor is directed to provide dispensers, including dispensers in tenant break rooms, and to replenish supplies and fill dispensers as a standard service. The Contractor is also directed to provide receptacles. We cannot find in any of the solicitation documents a quantity of break rooms or data regarding the number of users for these facilities.

Please provide more detailed information, or guidance as to where this information is located in the solicitation documents as issued.

Response: There are two break rooms and approximately 20 users daily.

182. Page 88,90, Section C.2.4.7, Fixtures, All fixtures and surfaces and drinking fountains are to be cleaned and sanitized; how many fixtures and surfaces and drinking fountains are there? Response: There is one ashcan and six (6) exterior trash containers.

184. Page 90, Section C.2.5.9, Policing Ooutside Areas, How many square feet make up the outside areas? How many linear feet is the fence line?

Response: There is 124,886 SF of outside space.

185. Page 91, Section C.2.5.10, Snow and Ice Removal, How many square feet make up the parking areas? Although a 2-inch snowfall is included in the standard service price, if the parking areas are large enough, it would make sense to use ride-on equipment to clear the snow. Or does the Government truly not wish the Contractor to use ride-on equipment to clear the parking areas? This will greatly impact the price for this service; please clarify.

Response: The parking lot is measured at 32,968 SF. Contractor will be allowed to determine the type of equipment to be used for snow removal.

186. Page 93, C.2.14.1, Solid Waste/Trash Audits, The Contractor is directed to verify with the CO to confirm whether the building has been audited (waste stream).

189. Page 10, 97, 263, List of J-2 Attachments– Custodial and Related

Services,C.2.15.1, J-2.9 Custodial Sq. Ft. Tool or Recycling and Waste Reports, on page 10, under List of J-2 Attachments, J-2.9 is listed as the Custodial Sq. Ft. Tool. When we search for J-2.9, the next place we see reference to it is on page 97, under paragraph C.2.15.1, and it is described as the Monthly Recycling Report. Going forward to page 263, we again see that Exhibit J-2.9 is the Recycling/Solid Waste/Trash Report, and Exhibit J-2.12 is the Custodial Sq. Ft. Tool.

We cannot locate Exhibit J-2.12 anywhere in the solicitation documents. Please clarify.

Response: This section has been revised.

Page 45-46, C.1.15 and subparagraphs, Transition, Based on the language provided C.1.15.1 that calls for a 60-90 day transition period between construction contractor and O&M contractor while the building is mostly unoccupied appears to be incorrect for this solicitation. To our knowledge, the NBM is an existing and occupied facility.

Question: Can the Government please review and clarify paragraphs C.1.15 and its subparagraphs and clarify the transition period for this contract?

Response: It is the Government’s intent to provide at least 30 days for the transitional period.

193. Please provide J.3, the list of vertical transportation.

Response: The building has one freight and two passenger elevators.

194. Should bidders complete the Section K in the RFP and submit it with the proposal?

Response: Yes

195. Does the Government require a Past Performance Evaluation or Questionnaire from Contractor References? If so, could you please provide a form?

Response: The form will be provided to the References Provided

196. In reference to page 20, Section B.6 Additional Services, Item 3 states, "B.6.1 Hourly Rates for B.5 and B.6." What does this mean?

Response: The item has been removed

197. In reference to the Base Year pricing sheet for Additional Services, in Section B.7.7.1, Line items B.5 and B.7 are identical. Isn't B.7 supposed to read "Other than Occupant Work Hours"? Please see same thing for all option years.

Contractor to provide any pricing for exterior window cleaning? There is not a line item for window washing in Section B Pricing Sheet.
