Question: Response:
Please clarify what the six (6) criteria are as the reading of this language has #3 being The project involved a.
Installation of interior architectural finishes; and b. Alterations to existing components related to all of the following disciplines: mechanical, electrical, plumbing, security and fire protection/life safety disciplines. In addition, it reads that subsection 3c then has 3 criteria under that section.
Please advise if the 6 criteria are as follows and that we only need to meet 5 of the 6 criteria.
1 The project was Design/Build;
2 The project included a SCIF;
3 The project involved:
a. Installation of interior architectural finishes;
b. Alterations to existing components related to all of the following disciplines: mechanical, electrical, plumbing, security and fire protection/life safety disciplines;
Per evaluation factor 1 projects are considered “similar” when they meet at least five (5) of the six (6) following criteria:, and under criteria 3 it has to include a., b., and c. in order for criteria 3 to be met.
1 The project was Design/Build;
2 The project included a SCIF;
3 The project involved:
a. Installation of interior architectural finishes; b. Alterations to existing components related to all of the following disciplines:
mechanical, electrical, plumbing, security and fire protection/life safety disciplines;
c. The project was LEED Certified;
4 The project’s original construction contract award amount was at least $12 million;
5 The project required construction within a partially occupied building
6 The project involved extensive repair and alterations of at least 85,000 GSF.
Factor 1: Would the government consider amending the “similar” projects language from requiring 5 of 6 criteria listed to 4 of 6 criteria, provided all criteria are met at least once? The requirements as written are very specific and may unnecessarily eliminate well qualified candidates. We feel that the adjustment requested would have no material effect on the government’s evaluation and would still require demonstration of the “similar” criteria listed and important to the government.
No. All of these factors are important to helping the goverment determine the firms capabilities and allowing for a best value selection.
Factor 1: Would the government consider amending criterion 4 to $11,900,000? The criterion as written could require the omission of extremely relevant, recent, and even nearly identical work performed in this facility. We feel that the adjustment requested would have no material effect on the government’s evaluation.
I would consider this
Factor 4: Would the government allow offerors to submit existing CPARS evaluations? These forms are designed for submission with federal proposals. References are busy and often reluctant to complete additional evaluations if existing and especially official evaluations are available. This is a logistical circumstance that is often beyond an offeror’s control and that could have a negative effect on an offeror’s proposal. We feel that the adjustment requested—allowing offerors to submit existing qualified CPARS—would have no material effect on the government’s evaluation and could allow offerors to present better and more thorough proposals for consideration.
The attached PPQ requires additional infromation that is not included in CPARS and would be beneficial to the govement and the firms
Factor 4: Would the government allow offerors to submit existing PPQ evaluations, provided they are on federal agency forms? References are busy and often reluctant to complete additional evaluations if existing evaluations are available. This is a logistical circumstance that is often beyond an offeror’s control and that could have a negative effect on an offeror’s proposal. We feel that the adjustment requested—allowing offerors to submit existing qualified evaluations—would have no material effect on the government’s evaluation and could allow offerors to present better and more thorough proposals for consideration.
The attached PPQ requires additional infromation that is not included in CPARS and would be beneficial to the govement and the firms
What Wage Scale is applicable for this project? Davis-Bacon Wages Apply
What is the Period of Performance (PoP) for this project? It is not listed in box 11 of the SF 1442 and references to the
PoP/Completion seem to conflict. For instance, page 3 of the SF1442 lists the PoP as 4/1/2020 to 12/31/2021, a period of 640 calendar days. However, page 7 of the DB SOW files says “Construction of Phase 5 will start no earlier than March 2020 with a completion date no later than November 2021 with a Period of Performance (POP) of 244 days” and “Construction of Phase 6 will be separate from Phase 5 and will commence upon completion and acceptance of Phase 5 Construction” but the duration for Phase 6 is not provided. Also, the references to Substantial Completion and Contract Completion on page 5 of the DB Agreement say “(2) Substantial Completion - The Contractor shall achieve Substantial Completion of the Work, as that term is defined in this Agreement, no later than 244 calendar days from issuance of Notice to Proceed (NTP)” and “(3) Contract Completion - The Contractor shall achieve Contract
Completion, as the term is defined in this Agreement, within 60 calendar days of Substantial Completion.” This seems to indicate a PoP of 304 CDs. Please clarify.
Phase 5 and 6 will have different start and completions dates. Overall POP is still 640 days. SOW will be amended.
Are the drawings in file “Demo Drawings.zip” (AD-0.4B.pdf, AD-0.4C.pdf, AD-0.4C.pdf, AD-01.4B.pdf, AD-

On page 11 of 40 in the SOW the milestone schedule is provided. It suggests that the design starts at the time of award and that the period of performance can start no earlier than March 2020 and be completed no later than Nov 2021 with a period of performance of 244 days. The Phase 6 work occurs after the completion of Phase 5. Amendment 1 provides a price schedule that appears to only relate to Phase 5 as it references the same 244 calendar days for design, construction and turnover. Please provide us with a milestone schedule that provides the expectation for the design period, construction period and turnover period.
Phase 5 is expected to have a completion date of November 2020. The SOW will be amended to reflect this.
The milestone schedule indicates that the demolition drawings for Phase 5 will be provided after contract award.
Please confirm that the contractor has no demolition responsibility for Phase 5.

Please confirm that the drawings that have revision 4 replace the drawings that only show through revision 3 for the
4th floor work areas. Confirmed.
Please refer to spec section 274116 par 1.1 C which lists that all the av work including conduits, light fixtures, light fixture dimming system, and telecom systems are being provided by others and is not a part of this contract. All AV is part of the base contract
Please confirm that all furniture is being furnished and installed by the government and not being required under this contract. Confirmed
Amendment 1 provides a bid form that only relates to what appears to be the first phase on the project for the 244 calendar days. Please confirm if this is for both floors or one floor. Phase 5 and 6 will have different start and completions dates. Overall POP is still 640 days. SOW will be amended.
If the phasing still exists what is the period of performance for phase 6? Phase 5 and 6 will have different start and completions dates. Overall POP is still 640 days. SOW will be amended.

SECTION 1 - INTRODUCTION
PROJECT SUMMARY: The United States Agency for International Development (USAID) coordinates many global programs and operational functions from its headquarter buildings in Washington, DC. One of the primary locations for USAID in DC is the Ronald Reagan Building (RRB) which was originally constructed in 1997 with
USAID as one of the original tenant Agencies. USAID’s space is in the North portion of the building totaling approximately 530,378 USF with 7 stories above grade and additional space on the Mezzanine level and three basement levels.
A major track in USAID’s Washington Real Estate Strategy is to renovate the 20-year-old legacy space at the RRB in an effort to create a work environment that meets a modernized workplace, including sustainability standards, and promotes up-to-date technology use which will augment efficient workflow. USAID has now completed renovation of the 7 th floor office spaces, including renovation of the tenant core tower restrooms and corridors on floors two through eight, in the Ronald Reagan Building (RRB).
In 2015, USAID completed a portfolio-level Program of Requirements (POR) that included a future housing plan for all operating units in the Washington, DC area. This analysis provided a basis for the dual-track Washington Real
Estate Strategy in compliance with the Government-wide Reduce the Footprint mandate. In support of this these stated goals; USAID has recently completed a validated POR (2018) specifically for the operating units to be housed in the RRB. This POR includes a complete program for each operating unit, a future-state stacking plan, a migration plan, and a preliminary phasing plan for the proposed renovations. The POR includes a full renovation through 10 total phases. The 7 th floor (2016) was completed through the first 2 phases and the Mezzanine and 2 nd floor (north) are on-going as part of phase 3 and 4. The SOW for this contract is for phases 5 and 6 of the POR and includes a preliminary BIM model, Design Intent Documents and Design Narratives for these two phases.
1. CONTRACT TYPE
