About this file

This is a Statement of Need (SON) for a multiple-award Blanket Purchase Agreement (BPA) established by the Department of Veterans Affairs National Cemetery Administration to supply cemetery equipment and related services to national cemeteries across three geographic divisions: Pacific, Continental, and Midwest. The SON defines requirements for sourcing, delivering, and supporting a comprehensive range of equipment including grounds-maintenance tools, compact tractors and loaders, dump trucks, excavators, monument-handling equipment, and related accessories. All suppliers must be authorized dealers or distributors for the brands they supply, with proof of authorization required at BPA award and annually thereafter; equipment must be new unless approved as refurbished with full manufacturer warranty, and all items must comply with OSHA, local safety regulations, and applicable emissions standards such as CARB/Tier 4 in California.

Delivery is FOB Destination to multiple cemetery sites with unloading and placement required, and suppliers must coordinate at least 72 hours in advance while maintaining responsiveness to backorder and lead time notifications within 48 hours. The BPA establishes an unpriced framework with pricing determined at the individual order level through RFQs competed among BPA holders on a best value basis considering price, delivery time, availability, and technical compliance; all quotes must remain valid for a minimum of 45 calendar days and include itemized costs for base equipment, features, and delivery per site. The Government anticipates awarding three to five BPAs utilizing a tiered evaluation approach with priority given to Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) and Veteran-Owned Small Businesses (VOSBs), with consideration of other small business concerns if adequate competition is not received. The BPA contains no minimum quantity or dollar volume guarantee, and either party may terminate with 30 days' written notice, though such termination does not affect obligations for orders issued prior to cancellation.
