# Offeror(s) Questions GSA's Answers

Is GSA EQPCBK-21-0008 Negotiating Training a recompete or is this a new opportunity?

This is a new opportunity.

If this is a recompete please identify the previous contract number, incumbent and award amount?

This is not a recompete requirement.

Will the response due date be extended to give ample time to receive review and incorporate answers to proposed questions?

Yes, the time to submit proposals is now extended to Thursday, July 1, 2021 at

3:00pm ET.

Per SOW 14.3. Past Performance- How will Past Performance not listed in CPARS be regarded? Specifically, Past performance with a similar SOW were complete as in the commercial market or as a subcontractor.

Past Performance not listed in CPARS will be regarded as being neutral.

What’s important for Past Performance is the offeror providing the information on their three projects and the POC on those projects, for which the evaluator can contact. This helps the evaluator to determine the recentness, relevance and quality of past projects/work, as well as other sources.

However, overall offerors lacking relevant and recent past performance history shall receive a neutral evaluation rate for Past Performance.

Per SOW 4.1 Negotiation Curriculum, "The offeror shall use this curriculum to teach six classes of at least thirty participants" over a year period.

Does this mean there are thirty students per class for a total of one hundred and eighty over the year or total of thirty students?

We are requesting 6 separate classes of 30 students each for a total of 180 students.

6 Will there be any trainings where more than 30 participants will attend?

Possibly. In a virtual environment, we should be able to be flexible with the headcount.

7 Is there a required number of hours per class?

It's not set. The training needs to be substantive but we also need to keep in mind the limitations of the duration of online training.

Per SOW 3.1.2 - Are there other FedRamp-approved virtual meeting platforms acceptable for use besides Google Meets?

Other common virtual meeting platforms that are authorized include Cisco Webex and

Zoom. A complete list of FedRamp authorized software can be found at https://marketplace.fedramp.gov/

Per SOW 3.1.4 - Can you clarify which scenario is correct?

a) each of the 6 training classes should present the same content each time, the participants for each session will change, or

b) the same 30+ participants will attend each of the 6 sessions, where each session will present different content.

Scenario A is correct.

Per SOW 3.1.6 - Is the expected number of CLPs earned a one-for-one with the number of hours each student engaged with the activities related to the training?

Yes. CLPs may be given for asynchronous activities done in advance of after the synchronous training work if that is part of the training offered.

Per SOW 3.1.7 - Is there a preference for the personality assessment utilized for the requirement?

No.

12 Is there a specific type/brand of personality assessment that is preferred? No.

Besides Personality Assessment is additional requirement for ongoing educational support of the students, such as coaching?

No.

When considering training time during a day, how long does the Buyer envision employees attending each day (4 hours, 6 hours, 8 hours, etc.) ?

No more than 4 hours per day since we will have participants from four time zones.

Is the Buyer open to a cohort of training sessions on consecutive days (i.e., 2 days, 3 days, 4 days consecutively to cover all objectives)?

Yes.

Per SOW 1.3.: Are the scenarios to be used pre-written? If they are not pre-written, will the Buyer provide personnel to meet virtually with an Instructional Designer from the chosen Vendor to describe common scenarios so these can be fully customized to meet the objectives?

A team of GSA employees will work with an instructional designer from the chosen vendor to provide common senarios and ensure learning objectives are met.

Per SOW 3.1.1.: If the Vendor is using a portion of the trainings from COTS (current-off-the-shelf) training material and customizing portions to meet Buyer-specific objectives, please explain what portions become the intellectual property of the

Buyer/Government.

If a portion of the training uses COTS material, only the customized portions using

GSA-specific examples/senarios becomes the property of GSA.

Per SOW 3.1.8.: When referring to accommodating employees in different time zones, will participants from different times zones be attending training simultaneously?

Yes.
