GENERAL
This procurement is a set-aside for small business concerns. Therefore, proposals will only be accepted from firms confirmed in the System for Award Management (SAM) that their business is small under NAICS 561790 with a size standard of $7.5 million (based on the average annual receipts for the last three years). Visit sba.gov or contact your local SBA office for additional information on size standards.
CURRENT CONTRACTOR
The current contractor is B&W Homes LLC located in Oak Park, Michigan.
LOCATION
U.S. Customs Cargo Inspection Facility, 2810 W. Fort Street, Detroit, Michigan.
PERFORMANCE PERIOD/PRICE ADJUSTMENT
This is a firm fixed-price contract with the possibility of lasting five years (one six-month base and four – six-month option periods). Performance for the base year of the contract is expected to begin on or about November 1, 2021. The contract price may be adjusted at each option period in accordance with the Fair Labor Standards Act with the actual increase or decrease in wages and fringe benefits determined by any changes to the wage determination. Therefore, all option year pricing submitted with your proposal must be based on the labor rate pricing in the current wage determination.
LABOR (B.1)
Where hourly proposal pricing is requested, all the contractor’s labor hour prices must include expenses for overhead, General and Administrative (G&A) and profit. Thus no separate
U.S. General Services Administration
PREPROPOSAL CONFERENCE Page 2 of 6 allowance for travel time, parking, overhead, G&A or profit will be applied when hourly services are ordered.
SCOPE OF WORK (C.1)
The contractor shall provide the management, supervision, manpower, equipment (including heavy equipment and snow shovels) and supplies necessary to provide plowing and removal of snow and ice from entrances, driveways, roadways, parking areas, handicapped accessibility areas, approaches, and from around the portals (scanners/detectors – see COR for details) within the property lines of Federal property 24 hours per day, 7 days per week, as described herein or as directed by the COR as described below. The outside areas to be serviced are described in Section F, paragraph F1. The Contractor shall be responsible for performing all work under this contract in accordance with all Federal, State, County, and City laws, and codes, and follow the more stringent of them. In addition to compliance with these laws, the
Contractor shall follow all applicable standard industry practices including, but not limited to
OSHA.
SNOW REMOVAL REQUIREMENTS (C.2)
Remove snow and ice as necessary to maintain a safe and slip resistant environment. All snow and ice shall be removed from driveways, plaza areas, roadways, handicapped accessibility areas, approaches, and from around the portals (scanners/detectors – see COR for details).
Proper chemicals, salt, and/or sand shall be utilized to maintain all surfaces.
The Contractor shall maintain adequate staffing in the building when conditions require it (i.e.
salting, etc. before snow falls 1.5 inches).
24 hours a day, 7 days a week. Snow plowing service shall be the responsibility of the
Contractor, automatically when 1.5 or more inches of snow has fallen or when unsafe icing conditions are present. The Contractor shall exercise good judgement during times of snowfall or storms so that duplication of the plowing efforts or the use of proper chemicals or sand does not occur. The Contractor shall move his equipment to the site and begin work within one (1) hour after 1.5 or more inches of snow have fallen. The Contractor will keep necessary equipment and manpower at the site and continue with the performance of the work until it is completed to the satisfaction of the COR.
(a) Snow removal services shall be completed to such an extent as to allow safe and easy access to the building 24 hours a day, 7 days a week. Snow should not be piled on or near trees, shrubbery, ground cover, grass areas or flower beds. The COR shall designate an area on-site where plowed snow shall be placed.
Snow shall be shoveled equally to avoid oversize piles and allow for the use of the area. Once this area is filled to capacity, it is the contractor’s responsibility to haul the snow from the facility. The contractor will keep the COR informed of the possibility of hauling. Costs for hauling of the snow from the facility will be paid for at the prices listed in Section B, Paragraph B1, Item 002. The contractor shall organize snow removal crews, designating members by name and telephone/pager number and shall make plans for prompt notification of each person at such time as his/her services are
PREPROPOSAL CONFERENCE Page 3 of 6 required. The telephone/pager numbers shall be provided to the COR 5 days after award. All specified areas shall remain reasonably free of snow and ice accumulations and all hazardous conditions due to the weather shall be eliminated 24 hours a day, 7 days a week.
(b) The COR reserves the right at any time to order plowing or hauling stopped.
(c) Approved chemicals and/or salt/sand shall be used to reduce safety hazards due to ice and snow. All chemicals used shall be in accordance with Federal Specifications, local codes, and as approved by the COR. Chemicals shall not be used in performance under this contract (or placed or stored on Government property) until the applicable Material Safety Data sheets for all hazardous materials (products containing CAUTION or WARNING labels) have been obtained by the contractor.
NOTE: The contractor shall be held responsible for all damage to grounds and landscape areas.
SUITABILITY DETERMINATIONS (H.4)
An overview of the process and the forms used to collect date necessary to process a federal security clearance can be found in this section. Please remember, it will be your responsibility, should you be awarded this contract, to initiate this process with the GSA Security Sponsor within 14 days after notice of award. This is an aspect of contract performance that will be rated. Unnecessary delays could prevent this contract from starting and could result in termination.
BASIS OF AWARD (M.1)
The Government will award a contract resulting from this solicitation to the responsible offeror whose proposal conforms to the solicitation and provides the best value to the Government based on the evaluation factors. The evaluation factors to be used are total evaluated price and past performance. Past performance is significantly more important than price. As proposals become more equal in terms of past performance, the total evaluated price becomes more important.
DESCRIPTION OF EVALUATION FACTORS
PAST PERFORMANCE (L.6 (b))
Past performance is relevant information regarding an offeror’s actions under previously awarded con- tracts. It includes the offeror’s overall quality of performance, record of conforming to contract requirements and to standards of good workmanship; the offeror’s adherence to contract schedules, including the administrative aspects of performance; the responsiveness of management; the offeror’s history of reason- able and cooperative behavior and commitment to customer satisfaction, including the offeror’s business- like concern for the interest of the customer; and the offeror’s overall performance on their contracts. This information will be obtained through feedback from the offeror’s customers. To be relevant, past performance information must be provided for contracts that are similar (or greater) in terms of the relevant past performance criteria listed below. Contracts submitted may have been Governmental (federal, state, or local) or private sector contracts.
PREPROPOSAL CONFERENCE Page 4 of 6
Past performance will be considered relevant if it meets all of the following criteria:
1) The contract was for snow removal services in a commercial or government owned facility.
2) The contract is/was in place for at least two consecutive years.
3) For previous contracts, the contract was completed within five years from the closing date of this solicitation.
Offeror’s shall complete Attachment A – Past Performance References Sheet at the end of this section. This form must be completed for each reference submitted that meets the criteria identified above. The offeror cannot use the same reference (i.e., same project and same contact person) more than once. Past performance will be evaluated by analysis of information provided by the offeror and by interviews with the offeror’s past and/or current customers. If the offeror submits as a joint venture, unless the references sub- mitted are for the joint venture, each firm in the joint venture will be evaluated and the composite score will be the average of all the scores for each firm of the joint venture.
While offerors must submit evidence of a minimum of 3 customer references for past performance evaluations, they may provide more (but in no case shall they submit more than 4 references. (The Government will consider two separate contracts as a single contract if they were consecutive and for the same location and services; e.g., two separate, but consecutive, one-year snow removal service contracts for the same or similar work at ABC Federal
Building, will be considered one contract.) The Government is not required to conduct or complete reference checks on more than 3 contracts, although it may choose to do so.
Additionally, if more than 3 references are provided, the Government reserves the right to choose which references to include in its evaluation.
In addition to those references provided directly by the offeror, the Contracting Officer may identify and analyze the past performance of the offeror on any other relevant contract that they currently have or had of which the Contracting Officer has knowledge or obtains knowledge, including but not limited to projects listed in the Past Performance Information
Retrieval System (PPIRS). Because of the wide variety of past performance history of individual offerors, the Government is not required to ensure that an equal number of references be obtained for each offeror.
TOTAL EVALUATED PRICE (M.3)
The total evaluated price will be determined by multiplying prices from Section B - SERVICES, ORDERING, AND PRICES by the quantities listed for each item (including monthly prices and line items inclusive of the BASE period and all OPTION periods). The summation of the resultant amounts will produce a total evaluated price. Prices are to include all applicable labor, materials, supplies, equipment (except as otherwise provided), supervision, overhead, profit, general and administrative costs, travel time, parking and management.
