The system was recently upgraded by a contractor and has yet to be signed off. It will still be in warranty at the time the new project is awarded. Please confirm the contractor that is awarded for this new scope(EQ10PME-18-0038) will accept warranty responsibility on the new system.

The JACE installation and central plant install would still have the 1 year warranty on that operation. This work being solicited is specifically for serial communication devices controlling the AHU's and the cooling tower. If there is any overlap on the performance of the condenser water system I'd agree with the question from David V, that the modifications to a sequence and that operation should be covered by the vendor who most recently made changes to the system.

A001 2 11/1/18 Technical
The Cooling Tower Controller was identified as having failed outputs and is obsolete controllers. Nowhere on the documentation does it require that controller to be replaced.
Please confirm if the bidding contractors shall replace that controller as part of the scope of this project.

A001 3 11/1/18 Technical
The Cooling Tower controller has two DPC cards wired to two inputs. These DPC cards multiplex multiple points on a single point. It was discussed that was not a desired condition – Please confirm if those DPC cards shall be removed and points from the DPC cards shall be landed on individual termination points directly on the new controller.

As identified by Sound Energy the use of DPC cards isn't recommended. GSA would like to see adequate IO modules added to meet the need for the points in this system.

A001 4 11/1/18 Technical
The two existing Cooling tower control valves have two actuators per valve. These actuators have been disconnected from the control system. Please confirm if the bidding control contractors should include costs to replace the actuators as part of their scope.

The control valves located on the roof (tower entering) are existing and any repairs needed to those actuators would be the responsibility of the O&M contractor.

A001 5 11/7/18 Admin We understand there are pictures of the isolation valve that Josh Doerr may have. Sound Energy Systems respectfully request a copy of these pictures for review.

Pictures have been included with A001 as an attachment. I've attached photos to show the location for the two new cooling tower isolation valves for the water leaving the cooling towers. I've also shared the 2008 submittal for butterfly valves, although the field verification is recommended as the NIBCO submittal isn't clearly listed on the field photos.
