STATEMENT OF WORK
Lobby Intake Counter Windows Security
DESCRIPTION OF SERVICES
The contractor shall provide design-build services for the subject project to include all inspections, design, personnel, equipment, tools, materials, supervision, and other items of non-personal services necessary to execute and complete the project. Work will include removal of the two existing sliding glass windows and replacing with new fixed windows with voice portal and parcel pass-through opening.

GOALS AND OBJECTIVES
The U.S. Marshals Service (USMS) requires security improvements for the transaction intake windows on 3rd Floor, USDC Clerk of Court's headquarters. The existing counters include a sliding glass window that does not allow for conducting transactions in the closed (secure) position.
· Install new service counter windows with talk around frame and sliding deal window at the two intake counters.
· The pass-through sliding “deal” window shall accommodate up to a 6” high by 14” wide package.
· The talk around frame shall provide for effective two-way communication.
· The installation shall be American Disability Act (ADA) and Architectural Barriers Act Accessibility Standards (ABAAS) compliant.
SCOPE
· General
· The Contractor shall provide all materials, equipment, tools and labor; as required to replace the two transaction counter windows.
· At least one of the intake counters shall remain functional during normal business hours.
· Maintain proper construction waste management, per the Property Manager (PM), Contracting Officer (CO), Contracting Officer’s Representative (COR), and/or the Property Management Office (PMO). Waste management must maximize the materials to be salvaged, recycled, or reused. All materials removed shall become the property of the contractor, and be disposed of daily. The Contractor shall provide reports of all materials salvaged, recycled or reused.
· Demolition or removal of project components shall not occur until replacement components are on site. All demolition shall be coordinated with the PMO to minimize the impact on the ongoing building operations. Contractor shall comply with “CONSTRUCTION _ DEMOLITION (C_D) WASTE DIVERSION GUIDANCE001”.
· Design submittal for the new counter windows.
· The design package shall include a sketch showing the elevation of the windows, material product submittals, and a description of the items to be demolished or removed.
· Provide test reports for all UL listings.
· The government shall select three of the manufacturer’s material finish choices for the window frames. Contractor shall furnish the three material samples for final selection by the government. Samples shall be 2 x 2 inch minimum coating samples.
· Demolition
· Remove existing sliding glass windows and hardware. Windows shall be disposed of properly by the contractor.
· Demo drywall and other finishes as required.
· Remove wood trim and counters as required.
· Transaction Window Installation
· Clean surfaces thoroughly prior to installation.
· Install window assemblies in accordance with manufacturer’s instructions and the approved hop drawings.
· Provide and install the glass for the two intake windows. The glass shall be HP White- TP0500.03 level I minimum per the attached table. The frame shall have an equivalent rating.
· Build out and reinforce the surrounding wall as required.
· Install windows, plumb, level and square for proper operation.
· Mount window assemblies and anchor with #14 x 3-1/2” screws. Other types of anchoring to be approved by the contractor’s certified engineer.
· The glass shall be sized to completely close the counter window openings.
· There shall be a 6” by 16” sliding window opening deal window factory built into the glass. The sliding window shall be durable and serviceable for long life.
· The installation shall be ADA and ABAAS compliant.
· Field alterations to window assemblies are not permitted without approved in advance by the manufacturer.
· Finish Work
· Close off all gaps around the windows by framing out and installing drywall around all sides.
· Install wood trim to match.
· Re-install and modify counter surfaces as required.
· Silicone caulk all joints.
· Finish off all work to blend in with the existing features and match existing trim and finishes. Match the wall texture and paint the entire window wall, both sides.
· Touch up any minor scratches and abrasions in the window assemblies to match factory finish.
· Inspection and Cleaning: Verify installation is complete and complies with manufacturer’s requirements. Clean the product and accessories, removing excess sealant, labels and protective covers.
· Remove protective measures and clean the work areas.
Close out
· Provide maintenance data including instructions for cleaning of glass.
· Provide as-built drawing in Adobe PDF format.
· Provide all manufacturer’s warranties.
· Provide a one year warranty for the installation and workmanship.

Design basis transaction window style:
SUBMITTALS
a) Initial schedule submittal shall include baseline critical path Gantt chart schedule. The schedule shall include all project milestones and dates for Government meetings, reviews and inspections.
b) Daily project reports shall be submitted within a time frame designated by the Contracting Officer’s Representative (COR) at the pre-construction meeting and shall include any unplanned disturbance of existing building finishes, materials, and fabrics must be reported.
c) Provide a weekly updated schedule that includes detailed work tasks for the next two weeks.
g) Provide a construction waste management plan and final documents at end of project.
h) Provide thee design package and allow two weeks of government review time.
j) As-built drawing shall be provided in Adobe PDF format.
k) O&M Manual documentation shall be provided in Adobe PDF format.
l) Warranty certificate. Warrant materials and workmanship to be free from defects and leaks and subject to the terms of the "Warranty of Construction", FAR clause 52.246-21.
