USMS Lobby Intake Security Counter Windows Amendment A001
Vendors: Please note that all questions must be submitted in writing to the Project Team listed in the Solicitation. Questions that are called in will not be taken into consideration. All questions will be routed through the appropriate personnel within GSA and will be answered via an amendment.
The following questions were received to the Project Manager during the Site Visit/Walk Thru conducted on 18 April 2016 and from Vendors through 25 April 2016.
Q1: Send copy of photos of construction of wall in which the windows will be installed.
A1: Please see attachment for photos
Q2: Do we have a schedule of customers or times of day where it is busiest?
A2: We open the front counter at 9:00 a.m. and close at 4:30 p.m. each weekday. As far as determining a busy day and time period, it depends on the court's calendars that are updated every week. As a general rule, Thursday and Friday afternoons are slow. It really depends on the judge’s calendars. At this point it is known that the week of July 11 will be really quiet.
Q3: Is HVAC a concern if blocking off wall?
A3: With the existing wall and operable windows, any noted HVAC deficiencies would be considered as pre-existing.
Q4: A 6” high x 16” wide sliding deal window is shown on the Design Basis Sketch. Can the 6” x 16” deal window be hinged at the top and open towards the inside of the window rather than sliding upward?
A4: After review, the requirement may change from a slider style pass through to a hinged panel that is able to secure in place from the secure side of the window. Contractor shall submit an option with quote to install a hinged window described in Question 4. Contractor shall maintain quote with original specifications outlined in the Statement of Work.
Q5: Can you confirm that no deal tray is required or wanted under the 6” X 16” deal window?
A5: A deal tray under the window shall not be provided. The 6 x 16” deal window is all that is needed.
Q6: Can you confirm that the existing counters on the clerk side of the window are called out to be modified for window install and are not to be replaced?
A6: The preference is to maintain the existing counters on the clerk side, however if it is deemed more efficient and reasonable to replace the counters then this course of action is acceptable.
Q7: Can you confirm that the existing counter tops on the customer side of the window can be adapted and reused as discussed at the site walk?
A7: The counter shelf on the lobby side may be reused if it is carefully removed and is still in pre-project condition. Contractor shall provide a drawing on this to ensure that the configuration and installation is similar to the existing arrangement.
Q8: If new counters are required on the customer side of the window, can the laminate be the best match to the existing grey rather than being an exact match?
A8: If new counters are required for any reason then the counter style and laminate finish shall be a close match with color chips provided to the government for final selection and approval prior to installation.
Q9: If the talk around frame is not an option from the supplier with the sliding deal window, can a voice port be used?
Q9: A voice port is not the preferred option per the Statement of Work
Q10: The standard construction of a deal window has an existing shelf. Does the government have any objection to the existing shelf being installed flush into the existing countertop on either side of the window?
A10: The counter shelf on the lobby side may be reused if it is carefully removed and still in pre-project condition.
Q11: There was discussion at the site walk regarding the date and time for the proposal submission may be different and that it would be confirmed after the site walk. Can you confirm the date and time for the proposal submission?
A11: Please refer to the solicitation. A001 is extending the Quote due date to 5 May 2016.
Q12: Can you provide the pictures of the adjacent wall structure that were shown at the site walk?
A12: Same as Q1: See attached Photos
Q13: At the site walk, it was observed that one transaction window is at regular height and the second counter top is at ADA height. Can you confirm that the both of the new windows can be installed at the existing heights?
A13: The bottom of the transaction window needs to maintain the lower height to be ADA compliant. The other window shall maintain the current height as well.
Q14: It was discussed during the site visit that work would be done during the day excluding demo work that creates dust, etc. that would be done earlier prior to the day shift. Can you clarify if anything other than dust would require work during an earlier shift? Also, can you clarify what the normal work hours are and what the hours are for work done earlier than day shift?
A14: The demolition and any installation, removal or reinforcement of metal studs will need to be done during an earlier shift. Pre-paint/stain items to the greatest extent possible, otherwise accomplish these tasks late in the day to allow for off-gassing overnight. The front counter opens at 9:00 a.m. and closes at 4:30 p.m. weekdays.
Q15: Will 1 to 2 parking stalls be provided for the installers in the stalls located directly below the walkway south of the lower entrance on the water side of the building?
A15: Unfortunately, GSA does not have parking spaces at TUS. The contractors will need to unload in the loading dock or at the back entrance in the half circle then move their vehicles to the pay lot adjacent to the building. The parking free is approximately $10 per day.
