About this file

This document is an Emergency Purchase Statement issued by the Illinois Department of Corrections (IDOC) for the Parole Division Communications and Control Center and related case management services. The IDOC is responsible for the supervision and services for offenders released from state correctional facilities. This emergency procurement is a continuation of a previous contract with the vendor, Protocol Criminal Justice, Inc., which expired on March 29, 2021. The vendor will provide a central computer system to receive, store, and disseminate offender monitoring data to IDOC personnel on a 24/7 basis. The contract term is estimated to run from March 30, 2021 to June 27, 2021 at an estimated cost of $2,000,000.

The funding for this emergency procurement will come from state appropriated funds. The vendor, Protocol Criminal Justice, Inc., was selected due to their previous experience providing these services, and to ensure continuous monitoring of released offenders in order to maintain public safety in Illinois. No existing state contract was available to meet this need, necessitating the emergency procurement process.
