About this file

This is an Emergency Purchase Statement issued by the Illinois Department of Public Health for emergency notice courier services in Fiscal Year 2027. The document authorizes emergency statewide courier and logistical transportation services to maintain uninterrupted public health operations. The services are specifically designed to ensure timely transportation and delivery of public health-related materials, including temperature-sensitive materials that require controlled transport conditions utilizing portable vaccine freezers. The emergency procurement mechanism was invoked to address critical operational needs without standard competitive bidding procedures.

The emergency purchase statement establishes the procurement as necessary for maintaining public health operations continuity and addresses urgent logistical requirements that cannot be fulfilled through standard procurement timelines. This emergency authorization allows the department to procure courier services expeditiously to support its mission-critical functions, particularly regarding vaccine distribution and other temperature-controlled materials requiring specialized transportation infrastructure.

TextField2: The Illinois Department of Public Health requires emergency statewide courier and logistical transportation services to maintain uninterrupted public health operations while the Agency completes Invitation for Bid 26-482DPH-PREPD-B-51637, Illinois Department of Public Health Stockpile Warehouse. The competitive procurement opened May 20, 2026 and is currently completing required vendor disclosure documentation prior to award.

These services are necessary to ensure timely transportation and delivery of public health related materials, including temperature sensitive materials requiring controlled transport conditions utilizing Agency provided portable vaccine freezers.

Interruption of these services before implementation of the long term warehouse contract would disrupt time sensitive transportation supporting public health response, logistical coordination, and continuity of operations. The requested emergency procurement is limited to a period not to exceed 90 calendar days and is intended to maintain existing services until the long term warehouse contract is implemented. The separate courier service is expected to no longer be necessary once the long term warehouse solution is operational.

TextField4: The Agency has continued the required courier services through emergency procurements while completing a long term competitive solution. The Illinois Department of Public Health issued Invitation for Bid 26-482DPH-PREPD-B-51637, Illinois Department of Public Health Stockpile Warehouse, with a bid opening date of May 20, 2026. The procurement has progressed through bid opening and is currently completing required vendor disclosure documentation prior to award.

The Stockpile Warehouse procurement is intended to address the logistical transportation requirements currently being provided through the separate courier service. Once the resulting warehouse contract is executed and operational, the Agency anticipates that the separate courier service will no longer be required.

The existing emergency courier arrangement will expire before Bid 26-482DPH-PREPD-B-51637 can be completed, awarded, and transitioned to operations. An additional emergency period not to exceed 90 calendar days is therefore necessary to prevent an interruption in statewide courier and logistical transportation services during this transition.

The Agency anticipates that the requested 90 day period will provide sufficient time to complete the remaining procurement requirements, execute the Stockpile Warehouse contract, and transition the applicable services. The emergency purchase is limited to maintaining the existing courier services during that period.

ExplanationForSelectingVendor: Fortune Carriers Inc. was selected because it is the current provider of the statewide courier and logistical transportation services and is presently performing the services required during the emergency period. The vendor has established routes, operational processes, and familiarity with the Agency’s transportation requirements, including the handling and transportation of time sensitive and temperature sensitive public health materials.

Continuation with the current vendor allows the Agency to maintain uninterrupted services during the limited emergency period without establishing and transitioning statewide operations to another temporary provider. The requested emergency period is intended only to maintain continuity until the competitive Stockpile Warehouse procurement, Bid 26-482DPH-PREPD-B-51637, is completed and the resulting contract is operational. Once the warehouse contract is operational, the Agency anticipates that the separate courier service will no longer be required.

ExplanationSuppliesServices: Fortune Carriers Inc. will provide statewide courier and logistical transportation services necessary to support continuity of Illinois Department of Public Health operations during the emergency period.

Services include scheduled and same day transportation, emergency response delivery support, secure handling and chain of custody of public health related materials, and transportation of temperature sensitive materials utilizing Agency provided portable vaccine freezers when required. Services include transportation between Illinois Department of Public Health offices, laboratories, healthcare facilities, local health departments, storage facilities, and other locations necessary to support statewide public health operations.

Services will be provided on an as needed basis during the emergency period and are limited to those necessary to maintain existing operations until the competitive Stockpile Warehouse procurement, Bid 26-482DPH-PREPD-B-51637, is completed and the resulting contract is operational.

TextField3: The Agency considered the extent of competition practicable given the immediate need to maintain uninterrupted statewide courier services and the limited duration of the emergency procurement. Fortune Carriers Inc. is the incumbent provider currently performing these services and can continue operations without interruption or a separate implementation and transition period.

The Agency is actively completing a competitive procurement for the long term requirement through Invitation for Bid 26-482DPH-PREPD-B-51637, Illinois Department of Public Health Stockpile Warehouse. The solicitation opened on May 20, 2026 and is currently completing required vendor disclosure documentation prior to award. The resulting warehouse contract is expected to eliminate the need for a separate courier contract.

Given the limited 90 day emergency period, the existing competitive procurement, and the need to avoid disruption while the long term contract is completed and implemented, the Agency determined that continuing the existing courier services with the incumbent vendor represents the competition practicable under the circumstances. The emergency procurement is limited to the services and period necessary to maintain continuity until the competitively procured warehouse contract becomes operational.

TextField1: The Illinois Department of Public Health requires uninterrupted courier and logistical transportation services to support ongoing public health operations. The Agency has initiated a competitive procurement process for these services, with the solicitation scheduled to open publicly on August 17, 2026. However, additional time is required to complete the competitive procurement process, including vendor response periods, evaluation activities, contract execution, and operational transition activities.

Because interruption of these services would negatively impact ongoing public health logistical operations, the Agency determined an emergency purchase is necessary to maintain continuity of operations until completion of the competitive procurement process and execution of a replacement contract.

Consistent with 30 ILCS 500/20-30(a), the Agency made best efforts to conduct this emergency procurement with as much competition as practicable under the circumstances. The Agency initiated a competitive procurement process for these services to establish a competitively awarded replacement contract.

Due to the immediate operational need to maintain uninterrupted courier and logistical transportation services during completion of the procurement process, the Agency determined a temporary emergency procurement was necessary to prevent disruption of public health operations.
