About this file
This justification and approval document outlines a sole source procurement for expeditionary fast transport vessel ship service diesel generator parts and services. The Department of the Navy's Military Sealift Command requires original equipment manufacturer parts and services from Fincantieri Marine Systems North America to support the Isotta Fraschini Vl312C2ME HPCR ship service diesel generators onboard the T-EPF class of vessels. Fincantieri Marine Systems North America, as the wholly owned subsidiary of Isotta Fraschini Motori, is authorized by the original equipment manufacturer as the only source that can provide worldwide support for the Isotta Fraschini ship service diesel generator systems. The contract will be an indefinite delivery requirements type with firm-fixed price task orders and will cover parts and services for one base year with four one-year options.

JUSTIFICATION AND APPROVAL (J&A) FOR OTHER THAN FULL AND OPEN
COMPETITION
Nl04-19-R-6175
1. Contracting Activity: Department of the Navy, Military Sealift
Command (MSC), Norfolk, VA 23511-2149.
2. Nature of Action: MSC has a requirement to award a contract on a sole source basis to Fincantieri Marine Systems North America. The
Government contemplates award of an indefinite delivery requirements type contract with issuance of firm-fixed price task/delivery orders for parts and service anticipated from the date of award through one year thereafter with four 1-year option periods for the Expeditionary
Fast Transport (T-EPF) Class vessels.
3. Description of Supplies/Services: MSC requires Original Equipment
Manufacturer (OEM) parts and services to support the Expeditionary
Fast Transport (EPF) equipment associated Isotta Fraschini Vl312C2ME
HPCR Ship Service Diesel Generators (SSDGs) including, but not limited to, diesel engine prime mover; electrical generator; monitoring control and regulating systems; safety and control devices; control panels and human machine interfaces; and hardware and software interfaces on the T-EPF vessels.
4. Statutory Authority: The statutory authority for this sole source procurement is executed under the authority of 10 U.S.C 2304(c) (1) as implemented by FAR 6.302-1 Only One Responsible Source and No Other
Services will satisfy Agency Requirements.
5. Rational Supporting Use of Authority Cited Above: The proper operation of the Vl312C2ME-HPCR Ship Service Diesel Generators and associated control system is critical to the safety and operation of the T-EPF Ships. The nature and complexity of the Vl312C2ME-HPCR SSDG control and monitoring system is critical for mission essential electrical power generation. The services and parts required to maintain the SSDGs are a unique combination of logistics, material, engineering, field support and automation control specific to the EPF
Class Ships. Isotta Fraschini Motori, located in Bari, Italy, is the
OEM of the Vl312C2ME-HPCR SSDG and control system. Isotta Fraschini alone holds the data and maintains proprietary rights to produce the required SSDG parts and associated monitoring, control and software updates. Fincantieri Marine Systems North America (FMSNA) in
Chesapeake, Virginia, is wholly owned by Fincantieri Isotta Fraschini
Motori and is the only source authorized by the OEM that can provide worldwide SSDG and control system support of Isotta Fraschnini systems
