Amendment No. 1 to Announcement EPA-CPOD-022 Architect-Engineer Services for the USEPA in Regions 6 through 10
March 17, 2011
Q1. Would past experience projects that went though the LEED design process, but not finally certified (due to owner budget cut), qualify as eligible LEED project examples?
A1. LEED certified projects would receive more favorable consideration, but any LEED experience can be documented and would receive consideration.
Q2. If a prime contractor is an architectural firm, not an engineering firm, would that be considered as unqualified in your search? Please assume the sub-consulting team engineers would meet all the other requirements and certifications desired in the sources sought by the
EPA.
A2. There is no ban on submittals by architectural firms.
Q3. Do all of our consultants/subcontractors need to be certified small businesses in order for us to qualify, or does only the Prime firm need to fulfill this requirement?
A3. Only the prime is required to be a small business concern.
Q4. One of my subs submitted me multiple Part II’s (one for each branch office that is supporting the contract). Will it be acceptable to submit each branch office or should I request on Part 2 for the entire company.
A4. A separate Part II may be submitted for each branch office which is expected to be used during contract performance.
