About this file
This is an Indefinite Delivery/Indefinite Quantity (IDIQ) Request for Qualifications for Environmental Consulting Services issued by Georgia Tech Facilities. The solicitation sought qualified environmental consulting firms to provide services on an indefinite quantity basis. A mandatory prequalification meeting was held on August 6, 2021, with sign-in documentation required. Qualifications submittals were due by 2:00 PM on Wednesday, August 25, 2021, directed to Amber Chellis-Omedo at amber.chellisomedo@facilities.gatech.edu. Bidders were explicitly instructed not to submit sealed bids at that time, as the process followed a two-stage selection format. A shortlist selection announcement was posted on September 3, 2021, followed by the final selection announcement on September 8, 2021. An addendum to the solicitation was issued on August 13, 2021, requiring careful review by all potential respondents.
The solicitation did not proceed through traditional competitive sealed bidding but rather through a qualifications-based selection process, which is typical for IDIQ environmental consulting arrangements where specific task orders are awarded based on demonstrated capabilities. Specific pricing terms, contract duration, renewal options, and funding amounts were not detailed in the available documentation. The process included evaluation of firms' qualifications during the prequalification phase, resulting in a shortlisted group of qualified vendors for potential task order awards under the IDIQ contract vehicle.

I. INTRODUCTION
The Board of Regents of the University System of Georgia, by and on the behalf of the Georgia Institute of Technology (“Georgia Tech”) is seeking the services of highly qualified Environmental Consulting firms (“Consultant”) to plan, design and administer one or more categories of projects as noted below under Section II – Category of Work. This Request for Qualifications (RFQ) seeks to identify potential providers of the above-mentioned services. Some firms that respond to this RFQ, who are determined to be specially qualified, may be deemed eligible and may be invited to interview and offer proposals for these services. All respondents to this RFQ are subject to instructions communicated in this document and are cautioned to completely review the entire RFQ and follow instructions carefully. The Georgia Institute of Technology reserves the right to reject any or all statements of qualifications or proposals, and to waive technicalities and informalities at their discretion.
More than one firm may be selected for a one-year term, with the possibility of a one-year renewal, to be a provider under an IDIQ contract. The Consultant(s) selected under this procurement will work through the Georgia Tech Department of Facilities Management to provide traditional and specialized environmental services, including estimating, scheduling, oversight and abatement administration. The Consultant(s) may be required to develop and deliver contract documents for one or more of the following delivery methods: Task Order, CM at Risk, Design Bid Build, Letter Bid, and Direct Award.
Projects assigned to the successful Consultant(s) may be small renovation, adaptive reuse of existing facilities, preparation for repairs critical to operation and safety, or minor capital projects. The total fees under one Consultant contract will not exceed $600,000, in any single year, for which the contract is in force. The size of the projects will vary and Georgia Tech in no way guarantees any percentage of this fee will be awarded for any single IDIQ contract. Project work will be located on Georgia Tech’s campus.
II. CATEGORY OF WORK
A. Environmental Consulting Engineering Services IDIQ Contracts
Statement of Need
Georgia Tech requires the services of environmental consulting firms (Consultant) to supplement its in-house design and administration capabilities for the completion of small environmental projects, often relating to a larger renovation or demolition project, involving professionally registered environmental professionals. To this end, Consultants will be chosen for a one-year term, with the possibility of annual renewal, to be open-ended hazardous materials sampling/testing (asbestos, lead, etc.), project oversight, design, and abatement coordination providers. This Consultant will be called on to provide consultation on one or more of the aforementioned services on an as-needed basis. Typically, the work required may be a part of a larger renovation project (as previously mentioned) or may be the primary goal of the project.
This category includes environmental consulting services that could include, but is not limited to, oversight/project management of environmental activities involving abatement or remediation activities in renovated teaching and research labs, general use administrative offices, academic learning environments, or process systems in existing Georgia Tech buildings and underground utility work on the Georgia Tech campus. Georgia Tech Design & Construction (D&C) and/or Environmental Health and Safety (EHS) will provide to the Consultant a program, scope of work, budget for activities, and preliminary information as necessary for the project work area. The Consultant will prepare and deliver to D&C and EHS traditional and/or legal pre- and post-submittal documents as prescribed by the Board of Regents of the University System of Georgia,
- 4 -as well as provide abatement/remediation administration services. Design of abatement/ remediation or determination of scope may be performed or determined in-house by Georgia Tech and integrated by the Consultant into the pre- and post-submittal documents.
B. General Requirements
The Consultant may propose as an individual environmental consulting firm with additional environmental consulting firms as consultants, or as an integrated environmental consulting firm. The Consultant will be expected to have appropriate professional staffing to accomplish the scope of work within the specified term of the assigned IDIQ contract package. Safety, environmental aspects, and impact on building occupants will be important aspects of all abatement/remediation efforts.
The IDIQ Professional Services Contract will be with the Georgia Institute of Technology as an authorized agent of the Board of Regents of the University System of Georgia (“Owner”). The Consultant will be responsive to both the Owner and Georgia Tech in complying with master planning formats and standards, compliance with architectural and engineering standards (e.g. “Yellow Book”), compliance with all EPA and OSHA regulations for environment/worker protection and required documentation, developing detailed plans both textual and visual, conducting reviews and design critiques, and providing periodic progress reports and meeting notes both oral and written.
The term of the IDIQ contract is to be approximately 12 months with the final deliverable date to be determined. During the term of the IDIQ contract the Consultant will be on call to provide design and consultation as needed for a specific project. The Consultant will be required to designate a highly qualified principal manager, supervisor, and/or designer to act as the lead Project Manager for the duration of the project. The Owner reserves the right to designate other engineers or specialty consultants/sub-consultants to be used for each project.
III. PROCUREMENT PROCESS
A. Selection
