About this file

This is an Environmental Consulting Services Scope of Work document for the Pump Station No. 1 and Soquel Pump Station project in California, a federally funded initiative under FEMA BRIC grant funding. The City is soliciting an experienced environmental consulting firm to provide CEQA, NEPA, and environmental permitting services for this complex project. The selected firm will manage multiple technical studies and regulatory permits, with the design firm anticipated to begin Basis of Design work on September 23, 2026, and the Environmental Firm expected to provide support for developing alternatives in late October 2026. The project requires expertise in federal and state environmental compliance, including Section 404 Clean Water Act permits, Section 10 Rivers and Harbors Act authorization, Section 401 Water Quality Certification, Section 7 ESA consultation, Section 106 National Historic Preservation Act compliance, and Section 408 Army Corps Levee Permit coordination. The scope also encompasses California state permits including CESA consistency determination, Section 1602 Lake and Streambed Alteration Agreements, and potential Coastal Development Permits. Supporting technical studies required include biological resources assessment, cultural resources study, and air quality, greenhouse gas, and noise memoranda to support permit applications and environmental review documents.

The project is funded through a FEMA BRIC grant with $400,000 allocated specifically for permitting activities. The environmental consulting firm must coordinate with multiple state and federal agencies through consolidated meetings and ongoing consultation, manage mitigation evaluation once impacts are quantified, and respond to agency information requests throughout the permitting process. The selected consultant is expected to demonstrate proven experience managing sub-consulting teams through multi-step environmental reviews, familiarity with relevant case law and procedural implications, expertise in regulatory compliance and best management practices, and a track record delivering federally funded projects on schedule and to professional standards. The project serves a highly engaged community and requires strong communication skills to navigate the complex environmental review process alongside technical competency.

This project is funded by a FEMA BRIC grant. The design firm anticipates the Basis of Design work to begin September 23, 2026, and the Environmental Firm will provide support to develop alternatives in late October, 2026. The allocated BRIC funding for Permitting is $400,000.

Project permitting support may involve -

Federal Permits/Consultations

• Section 404 Clean Water Act Permit (Army Corps of Engineers) — Nationwide Permit 7 (Outfall Structures and Associated Intake Structures) is the anticipated pathway (Task 7)

• Section 10 Rivers and Harbors Act authorization — required alongside Section 404 for work in tidal Waters of the U.S.

• Section 401 Water Quality Certification (Regional Water Quality Control Board) — Tier 1 Alternatives Analysis assumed (Task 8)

• Section 7 ESA Consultation / Biological Assessment — with USFWS and NMFS, including Essential Fish Habitat (EFH) evaluation for federally listed species and EFH-mapped habitat (Task 10)

• Section 106 National Historic Preservation Act — cultural resources review, tribal consultation coordination (Task 4, though formal legal consultation remains a City/lead agency function, not the consultant's)

• Section 408 (33 U.S.C. 408) Army Corps Levee Permit — engineering-led by Carollo, with the environmental consultant providing biological resource support only (Task 13)

State Permits

• California Endangered Species Act (CESA) Consistency Determination or Incidental Take Permit (CDFW)

• Section 1602 Lake and Streambed Alteration Agreement (LSAA) — CDFW, including EPIMS online portal submission (Task 9)

• Coastal Development Permit — referenced in Section 6.1 as a potential requirement given the site's Coastal Zone location, though not broken out as its own numbered task in Section 6.3

Supporting Technical Studies (feed the permit applications and EIR)

• Biological Resources Technical Report (Task 3)

• Cultural Resources Study (Task 4)

• Air Quality, GHG, and Noise technical memoranda (Task 5)

Process/Coordination Activities

• Interagency Meeting — one consolidated meeting with resource agencies (Task 6)

• Agency Consultation and Communication post-submittal — responding to agency requests for additional information on all permit applications (Task 11)

• Mitigation Coordination — evaluating on-site/off-site mitigation once impacts are quantified (Task 12)
