About this file
This document is a Request for Information (RFI) issued by the First Responder Network Authority (FirstNet), Contracting Office, for Enterprise Program Support Services. The RFI seeks industry feedback on draft performance requirements to support FirstNet's various Mission Units. The current contract for these services is a time and material (T&M) type contract, but FirstNet anticipates using a combination of T&M and firm-fixed-price (FFP) or solely FFP moving forward. The current contract's total value is $37M, and FirstNet anticipates a rough order of magnitude in the range of $55-$60M for any subsequent contract.
The RFI requests respondents to provide their organization's information, identify any existing government-wide contract vehicles, submit a capabilities statement, provide recommendations on contract vehicle type and NAICS code, indicate if any work would be subcontracted, suggest evaluation factors, and offer any concerns, suggestions, or feedback on the draft performance requirements. The RFI also includes technical questions related to specific tasks, such as stakeholder engagement, communications, and program management. Responses are due by May 15, 2024, and will be considered in future drafts of the performance requirements.

Request for Information (RFI)
Subject: Enterprise Program Support Services
THIS IS A RFI ANNOUNCEMENT ONLY. This RFI is hereby issued for information and planning purposes and does not constitute a solicitation. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. No funds are available to pay for the preparation of responses to this announcement and any information submitted by respondents is strictly voluntary. The primary purpose of this RFI is to obtain industry feedback regarding the draft performance requirements.
The First Responder Network Authority (FirstNet), Contracting Office anticipates issuing a fair opportunity solicitation in 2024 to satisfy the requirement for professional services in support of FirstNet’s various Mission Units. The current contract for these services is a time and material (T&M) type contract. However, FirstNet anticipates some combination of T&M and firm-fixed-price (FFP) or solely FFP moving forward. The current contract’s total contract value is $37M. When considering the current requirements and the addition of new requirements moving forward, FirstNet anticipates a rough order of magnitude (ROM) in the range of $55-$60M regarding any subsequent contract. This ROM does not represent a firm estimate since unknown factors may influence the estimated magnitude, such as responses to this RFI. This ROM is provided so that industry may gauge the potential magnitude of the requirement.
Each respondent is asked to provide, at a minimum, the information outlined below:

Please include contract numbers and a reference point of contact, if possible, and indicate if the services are performed in the commercial market or for the Government/noncommercial entities.
3) Recommendations on contract vehicle type (e.g., Blanket Purchase Agreement, Indefinite Delivery/ Indefinite Quantity Contract) and whether you believe the NAICS code (5411611) to be an accurate representation of the draft performance requirements.

5) If the Government were to proceed with a solicitation, what targeted evaluation factors should the Government consider to identify the most qualified contractors to deliver the objectives in the draft performance requirements?
6) Any concerns, suggestions, or general feedback regarding the draft performance requirements? For instance, if any language is not clear in the draft performance requirements, please identify it in your response.
7) Based on the draft performance requirements, what labor categories would you recommend for each of the seven tasks.
