Capability Key Project Climate Change Mitigation Solutions. We leverage our multidisciplinary development experience and innovative approaches to clean energy solutions to drive emissions reduction, promote renewable energy adoption, and advance climate resilience.
Through the $250 million USAID Climate Finance for Development Accelerator (CFDA), Chemonics launched the four-year $23.5 million Caribbean Climate Investment Program, aimed at increasing private sector investment in renewable energy, energy efficiency, and climate change mitigation.
Energy Sector Reform Strategies. We work alongside local governments to develop strategic roadmaps for structural reforms and improved financial management of the electricity sector.
Chemonics is assisting the Sri Lankan government in reforming and unbundling the state-owned power utility, enabling competition and private sector investments in generation, transmission, and distribution to open the market to multiple bulk sellers and buyers and to move toward a carbon free electricity sector.
Energy Capabilities Chemonics works in 96 countries and has managed more than 160 IDIQ-type contracts across several sectors, including energy. Explore our holistic approach to tackling global energy challenges, encompassing climate change mitigation, sector reform, inclusive workforce development, cutting-edge technologies, resilience planning, and environmental justice integration.

Capability Key Project
Environmental and Social Justice Integration. Environmental and social justice is at the center of our energy programming. We are committed to a just energy transition with equitable benefits for all stakeholders.
Chemonics, through USAID Empower Southern Africa (ESA), supports South Africa's Just Energy Transition Partnership (JETP). By accelerating clean energy projects and fostering investment, we contribute to creating new economic opportunities while ensuring environmental sustainability and social equity in the energy sector transition.
Transparent Market Processes. We support key stakeholders in adopting transparent and competitive market processes and procedures to foster fair competition and investor confidence.
As the principal subcontractor of the USAID Power Africa Transactions and Reforms Program (PATRP), Nexant (now Chemonics) contributed to the development and implementation of innovative regulatory, legal, and policy procurement frameworks for independent power producers.
Equitable Workforce Development. We are committed to promoting gender equity and inclusive workforce development in the energy sector, empowering marginalized populations and fostering job creation.
Through the USAID South Africa Low Emissions Development Program (SA-LED), Chemonics improved human capital in the energy sector workforce and institutions to execute low-emissions development projects and South Africa’s Climate Change Response Policy.
Advanced Technologies for Utilities and Consumers. Our innovative approach involves the use of modern technologies to empower customers and enhance demand-side management.
In Sri Lanka, Chemonics has initiated a demand-side management pilot at the Katunayake Industrial Zone to assess whether peak demand can be flattened by helping private companies shift factory operations to off-peak times to reduce overall energy consumption and increase cost savings.
Energy Sector Resilience Planning. Our experts bring specialized capabilities in enhancing energy sector resilience, including disaster preparation, response, and recovery, to mitigate risks and ensure continuity
Through the USAID Community Support Program (CSP), Chemonics provided farmers in Lebanon with solar agricultural equipment to maintain production amidst conflict, displacement, the pandemic, and economic crises.

Some Energy Qualifications Feed the Future Senegal NafooreWarsaaji Activity (2020-2025): As prime contractor, Connexus leads this five-year, $12.5M activity which has earned consistent “Very Good” ratings on its CPARS from USAID/Senegal.
The activity focuses on establishing private sector engagements (PSEs) with leading agribusinesses, producer organizations, and local small and medium enterprises (SMEs) to create six “horticulture hubs” in different regions of Senegal. These hubs are local networks of more than 52 agricultural firms and six major cooperative federations working with more than 49,000 smallholder farmers, 57% of whom are women and 14% youth. The hubs provide rural farmers and agribusinesses with greater access to agricultural technologies (including energy efficient solar pumps and drip irrigation systems), support services, finance, insurance products, and post-harvest infrastructure as well as increased opportunities for networking, partnership, deal-making, learning, and mentoring so that more smallholders can participate in commercial horticulture.
Access to Finance Assessment for Energy in Sierra Leone, MCC (2022 – 2023). As prime contractor, Connexus conducted assessment for last mile electrification in Sierra Leone. Along with subcontractor Tetra Tech, Connexus studied how the increased availability and reliability of electricity, coupled with access to financial services, can be a platform for economic growth in the agricultural processing. This research informed the MCC and the Government of Sierra Leone (GoSL) in the development of a compact to leverage access to electricity for post-harvest value-addition. We examined the financial environment, assessed opportunities and constraints to improving access to finance in agriculture, and identified appropriate financial instruments to increase productive use of electricity. The study also evaluated the knowledge, skills, and ability of agricultural value chain actors to access finance, technical assistance, and training resources critical to leveraging productive power infrastructure. Finally, the study assessed and recommended gender- and youth-inclusive interventions to overcome barriers to post-harvest value-addition.

Grid Code Development. Deloitte helped USAID facilitate the development of technical grid codes across multiple Caribbean countries, coordinating between the regulator and its utilities, which promoted renewable energy integration and competitive market structures.
Deloitte combines decades of USAID knowledge and experience with proprietary AI enabled tools, accelerators, and partnerships needed to help the Agency stay at the cutting-edge of energy and natural resource development, financing and investment, energy sector planning and policy, transparent governance, and operational and institutional reform.
Establishment of Independent Energy Sector Regulator. Deloitte and USAID Nepal supported the government to establish the first independent Electricity Regulatory Commission in Nepal and then to build its capacity on electricity regulation basics to enable the export of 10,000 MW of hydropower to India over the next 10 years.
Electrification and Planning. To support electrification planning in Malawi, Mozambique, and Zambia, Deloitte helped USAID utilize geospatial analytics to develop geospatial tools that expanded the capabilities of 20+ off-grid electricity entities and allowed them to more effectively connect customers.
