About this file
This is a Technical Specifications document issued by the City of Tampa, Florida, for the design, manufacture, and delivery of garbage container enclosures in the downtown area. The City seeks qualified vendors to provide two primary enclosure types: dumpster enclosures capable of housing two 4-yard front-end load containers and cart enclosures designed to hold one to four 95-gallon carts. All enclosures must feature three solid sides, one solid top, lockable doors with locking pins for service access, secure affixation hardware to prevent displacement, and tamper-resistant access control systems such as RFID, keypad, or mobile app integration with user tracking capabilities. The bid number is 25-P-00382, with a scheduled bid opening on Friday, October 31, 2025. The contract period is one year with potential for one additional one-year renewal. The project estimate is $25,000.00, with pricing to remain firm for the first year and potential subsequent adjustments based on the Consumer Price Index for All Urban Consumers (CPI-U).
Vendors must submit detailed proposals including design specifications, material details, access control technology descriptions, cleaning and maintenance protocols, production timelines, itemized cost breakdowns including installation, and portfolios demonstrating experience with similar urban waste enclosure projects. The City of Tampa's Equal Business Opportunity Program encourages Small Local Business Enterprise (SLBE) participation, and prime contractors must document their intent to utilize small local business subcontractors through completion of DMI-40 (Letter of Intent) and DMI-30 (Payment Tracking) forms, with potential bid discounts available for SLBE participation. All enclosures must adhere to municipal codes and accessibility standards, incorporate corrosion-resistant and graffiti-resistant materials, include drainage features or removable base trays for sanitation, and complement existing downtown architecture. Award will be made to the lowest responsive, responsible bidder, with evaluation considering design quality, technical specifications, and urban aesthetic compatibility. Successful vendors must comply with non-discrimination policies, public records laws, and scrutinized companies provisions.
