Near Space Network (NSN) Services (NSNS)
Representative Task Order (RTO) Contract Number TBD
Validation Task Order Statement of Work
Note: A separate Validation Task is required for each proposed SOW Sub-Category. An Offeror will not be considered for award if the Offeror proposes an amount greater than the stated validation RTO Not-To-Exceed amount.
Task Name: Space Relay Capability Validation/(Offeror to Identify the proposed subcategory) Task Period of Performance: Not to Exceed 24 months Not to Exceed Firm Fixed Price: $1,000,000 for each proposed Sub-Category
1. Scope of Work NASA’s Near Space Network (NSN) fulfills the essential needs of user missions, empowering them with mission-critical communication and navigation services and enabling the transmission of science and exploration data to and from space. The goal of the Near Space Network Services (NSNS) is to provide NASA with a single avenue to procure commercial communication and navigation services that are secure, reliable, and affordable, so that all NSN mission users will receive the services required by their mission within their latency, accuracy, and availability requirements.
This Representative Task Order (RTO) focuses on Near Space Relay communications and navigation services, defining the required validation activities for the Space Relay category of service.
During execution of this task order, the Contractor shall validate their ability to provide operational services for Relay communication and navigation services to user missions in the three Service Regions of Near Space, as defined in Section 1.4 of the NSNS Statement of Work (SOW).
2. Space Relay Services Validation Milestones The milestones described below provide the Government with insight into the Contractor’s path forward to successful completion of the service validation milestone. Upon successful completion of all milestones, the Contractor will be eligible for Operational Services Task Order and Mission Integration and Special Studies (MI&SS) task orders.
The Contractor shall validate the Contractor’s owned and operated Space Relay and ground systems to ensure that the quality of service is consistent with Government’s needs for operational support.
The Contractor shall conduct Capability Validation Milestone (CVM) success reviews, in accordance with Section 3.2 of the NSNS SOW, for the purpose of assessing programmatic and technical progress and contract performance at key decision points and phases in the lifecycle.
The Contractor shall meet the following Capability Validation Success Criteria, in accordance with Section 3.2.1 of the NSNS SOW, for each milestone and complete all seven milestones within the period of performance for the given service in Table 1 of this RTO.
shall describe the operations concept, system architecture, and other support functions required for Communications and Navigations services.
The Contractor shall work with the government through periodic technical exchanges to determine readiness of service concept milestone review in accordance with Section 3.2.1 of the NSNS SOW.
The Contractor shall hold a review to allow NASA to assess the Contractor’s progress towards meeting the NSN service requirements in accordance with Table 2 of this RTO.
The Contractor shall present a service concept to the Government that validates compliance with NSN mission service requirements addressing Table 3 - Interfaces and Capabilities in NSNS SOW Section
4.1.1.1 Management Functions and Interfaces and detailed in Table 2 of this RTO.
The Contractor shall provide a CVM-01 Service Concept Validation Data Package (DP) in accordance with Table 3 of this RTO comprised of all briefings, reports, plans, and procedures no later than 7 days ahead of the review to demonstrate compliance per Section 3.2.1.1 of the NSNS SOW.
Following the review, the Contractor shall provide updated versions of the CVM-01 DP content no later than 7 days after the review with expediated responses encouraged. This shall include the as-briefed version of the slides along with any reports, procedures, or plans that were updated since draft versions were provided to the Government.
Upon receipt of the final versions of the milestone content, the Government will respond with a Pass/Fail assessment within 7 days. For any failed assessment items, the Government will communicate areas of shortfall. Once the Contractor has corrected the failed items or issues, the Contractor shall re-submit updates to the CVM-01 DP to the Government for a determination of pass/fail. A passing assessment is required.
2.2 Capability Validation Milestone-02 – Services Requirements The Contractor shall perform a Service Requirements (CVM-02) review in accordance with Section
3.2.1.2 of the NSNS SOW. For successful completion of the Service Requirements (CVM-02) milestone, the Contractor shall specify how the NSN requirements for each of the services will be met in accordance with the requirements found in Section 4 of the NSNS SOW and detailed in Table 2 of this
RTO.
The Contractor shall define the boundaries of the commercial system including the demarcation points between the Contractor service infrastructure and the Government’s external interface.
The Contractor shall describe the overall approach in identifying, verifying, and validating the Mission Service Interfaces and Capabilities being provided to the Government as detailed in Table 2 of this RTO.
In addition to the requirements in Sections 3.0 and 4.0 of the NSNS SOW, the Contractor shall describe the overall approach in identifying, verifying, and validating the requirements included in the services being provided to the Government addressing the following concepts and subject matter:
• The Contractor shall verify overall concept for the services is reasonable, feasible, complete, responsive to the mission requirements, and consistent with government requirements defined in LCRNS-SRD-001 for the GEO to Cislunar Region and the NSNS SOW sections 3 and 4 for Earth Proximity and xCisluar Regions.
• The Contractor shall verify and validate requirements and plans are complete.
• The Contractor shall verify the requirements definition process is complete with respect to top level service requirements, to include detailed definitions, characteristics and standards supporting external interfaces and interoperability.
• The Contractor shall verify single Point Failure/Fault Tolerance philosophy is reflected in requirements.
• The Contractor shall verify preliminary approaches have been determined for how requirements will be validated for each of the services.
• The Contractor shall identify major risks and define viable mitigation strategies.
The Contractor shall hold a review to allow NASA to assess the Contractor’s progress towards meeting the NSNS service requirements in accordance with Table 2 of this RTO.
The Contractor shall provide a CVM-02 Service Requirements Validation Data Package (DP) in accordance with Table 3 of this RTO comprised of all briefings, reports, plans, and procedures no later than 7 days ahead of the review to demonstrate compliance per Section 3.2.1.2 of the NSNS SOW.
Following the CVM-02 review, the Contractor shall provide updated versions of the CVM-02 DP content no later than 7 days after the review with expediated responses encouraged. This shall include the as-briefed version of the slides along with any reports, procedures, or plans that were updated since draft versions were provided to the Government.
Upon receipt of the final versions of the milestone content, the Government will respond with a Pass/Fail assessment within 7 days. For any failed assessment items, Government will communicate areas of shortfall. Once the Contractor has corrected the failed items or issues, the Contractor shall re-submit updates to the CVM-02 DP to the Government for a determination of pass/fail. A passing assessment is required.
2.3 Capability Validation Milestone-03 – Service Design
The Contractor shall perform a Service Design (CVM-03) review in accordance with Section 3.2.1.3 of the NSNS SOW. For successful completion of the Service Design (CVM-03) milestone, the Contractor shall review and document the status of the design and functional allocation of system requirements to services are accomplished, and verification methods for interface requirements are identified. The Contractor shall validate the maturity and ability of the service is sufficient to support operational services in order to complete CVM-03. The Contractor shall hold a review to allow NASA to assess the Contractor’s progress towards meeting the NSNS service requirements in accordance with Table 2 of this
RTO.
The Contractor shall perform the design-level interoperability test to demonstrate data flows from user-to-user in an interoperable manner (LN-IS Baseline V2), and within the requirements established in LCRNS-SRD-001 for the GEO to Cislunar Region and the NSNS SOW sections 3 and 4 for Earth Proximity and xCisluar Regions and within the scope of the Service design milestone
The Contractor shall provide a CVM-03 Service Design Validation Data Package (DP) comprised of all briefings, reports, plans, and procedures no later than 7 days ahead of the review to demonstrate compliance per Section 3.2.1.3 of the NSNS SOW.
Following the review, the Contractor shall provide updated versions of the CVM-03 DP in accordance with Table 3 of this RTO content no later than 7 days after the review with expediated responses encouraged. This shall include the as-briefed version of the slides along with any reports, procedures, or plans that were updated since draft versions were provided to the Government.
Upon receipt of the final versions of the milestone content, the Government will respond with a Pass/Fail assessment within 7 days. For any failed assessment items, Government will communicate areas of shortfall. Once the Contractor has corrected to the failed items or issues, the Contractor shall re-submit updates to the CVM-03 DP to the Government for a determination of pass/fail. 2.4 Capability Validation Milestone-04 – Service Integration
The Contractor shall perform a Service Integration (CVM-04) review in accordance with Section 3.2.1.4 of the NSNS SOW. For successful completion of the Service Integration (CVM-04) milestone, the Contractor shall validate its readiness to begin service integration. The Contractor shall validate provided ground systems are on schedule to be integrated and technical plans and procedures are on schedule to support integration. The Contractor shall hold a review to allow NASA to assess the Contractor’s progress towards meeting the NSN service requirements in accordance with the Table 2 of this RTO.
The Contractor shall address the following service capabilities, systems knowledge, and attributes:
• Demonstrate a clear understanding of mission service requirements for each region, system design and architecture of the NSN
• Demonstrate service capability using simulated assets and data to meet mission service requirements for each region, system design and architecture of the NSN
• Define, verify, and maintain external interfaces defined, verified, and maintained
• Successfully integrate commercial assets to the NSN control center under configuration management leading to successful system integration, verification, and validation
• Validated end-to-end system operational performance
• Perform a successful end-to-end data flow and interface testing with NSN
The Contractor shall provide a CVM-04 Service Integration Validation Data Package (DP) in accordance with Table 3 of this RTO comprised of all briefings, reports, plans, and procedures no later than 7 days ahead of the review to demonstrate compliance per Section 3.2.1.4 of the NSNS SOW.
Following the review, the Contractor shall provide updated versions of the CVM-04 DP content no later than 7 days after the review with expediated responses encouraged. This shall include the as-briefed version of the slides along with any reports, procedures, or plans that were updated since draft versions were provided to the Government.
Upon receipt of the final versions of the milestone content, the Government will respond with a Pass/Fail assessment within 7 days. For any failed assessment items, Government will communicate areas of shortfall. Once the Contractor has corrected the failed items or issues, the Contractor shall re-submit updates to the CVM-04 DP to the Government
2.5 Capability Validation Milestone-05 – Service Test
The Contractor shall perform a Service Test (CVM-05) review in accordance with Section 3.2.1.5 of the NSNS SOW. For successful completion of the Service Test (CVM-05) milestone, the Contractor shall validate the Contractor’s system is sufficiently mature to safely conduct integrated tests between their system and the Government NSN resources and to ensure that the service is ready to enter verification testing. The Contractor shall hold a review to allow NASA to assess the Contractor’s progress towards meeting the NSNS services requirements in accordance with Table 2 of this RTO.
The Contractor shall:
• Validate that the Space Relay is ready for launch with a high probability for achieving mission success.
o Validate flight and ground elements are ready to support launch and on-orbit operations.
o Validate interfaces are checked out and found to be functional.
• Successfully conduct a Hardware-level interoperability test to demonstrate a service provider's
Operations Concept, Architecture and Design, and Requirements, are mutually consistent, and that the system is capable of flowing data flow from user-to-user in an interoperable manner (LN-IS Baseline V2), and within the requirements established in LCRNS-SRD-001 for the GEO to Cislunar Region and the NSNS SOW sections 3 and 4 for Earth Proximity and xCisluar Regions.
o This shall be done by simulation with service provider hardware-in-the-loop (ground and/or space), and government-in-the-loop capability.
The Contractor shall provide a CVM-05 Service Test Validation Data Package (DP) in accordance with Table 3 of this RTO comprised of all briefings, reports, plans, and procedures no later than 7 days ahead of the review to demonstrate compliance per Section 3.2.1.5 of the NSNS SOW.
Following the review, the Contractor shall provide updated versions of the CVM-05 DP content no later than 7 days after the review with expediated responses encouraged. This shall include the as-briefed version of the slides along with any reports, procedures, or plans that were updated since draft versions were provided to the Government.
Upon receipt of the final versions of the milestone content, the Government will respond with a Pass/Fail assessment within 7 days. For any failed assessment items, Government will communicate areas of shortfall. Once the Contractor has corrected the failed items or issues, the Contractor shall re-submit updates to the CVM-05 DP to the Government for a determination of pass/fail. A passing
2.6 Capability Validation Milestone-06 – Service Verification The Contractor shall perform a Service Verification (CVM-06) review in accordance with Section 3.2.1.6 of the NSNS SOW. For successful completion of the Service Verification (CVM-06) milestone, the Contractor shall validate the Contractor services are compliant with the NSN service requirements as per Section 4 of the NSNS SOW and requirements established in LCRNS-SRD-001 for the GEO to Cislunar Region and the NSNS SOW sections 3 and 4 for Earth Proximity and xCisluar Regions.
The Contractor shall perform Verification end-to-end tests as the official “for the record” testing performed on a system to show services meet the allocated service requirements and specifications including functional interfaces in accordance with Table 2 of this RTO.
The Contractor shall include Space Relay service validation testing with a real mission platform, either on orbit or in a prelaunch configuration.
The Contractor shall hold a review to allow NASA to assess the Contractor’s progress towards meeting the NSNS service requirements established in LCRNS-SRD-001 for the GEO to Cislunar Region and the NSNS SOW sections 3 and 4 for Earth Proximity and xCisluar Regions.
The Contractor shall provide a CVM-06 Service Verification Validation Data Package (DP) in accordance with Table 3 of this RTO comprised of all briefings, reports, plans, and procedures no later than 7 days ahead of the review to demonstrate compliance per Section 3.2.1.6 of the NSNS SOW.
Following the review, the Contractor shall provide updated versions of the CVM-06 DP content no later than 7 days after the review with expediated responses encouraged. This shall include the as-briefed version of the slides along with any reports, procedures, or plans that were updated since draft versions were provided to the Government.
Upon receipt of the final versions of the milestone content, the Government will respond with a Pass/Fail assessment within 7 days. For any failed assessment items, Government will communicate areas of shortfall. Once the Contractor has corrected the failed items or issues, the Contractor shall re-submit updates to the CVM-06 DP to the Government for a determination of pass/fail. A passing
2.7 Capability Validation Milestone-07 – Service Validation Complete The Contractor shall perform a Service Validation (CVM-07) review in accordance with Section 3.2.1.7 of the NSNS SOW. For the successful completion of the Service Validation (CVM-07) milestone, the Contractor shall validate the Contractor’s Space Relay system per requirements and in accordance with the service requirements as detailed throughout Section 4.0 of the NSNS SOW with a particular emphasis on Lunar Proximity and Lunar Surface Operations. To successfully complete CVM-07 the Contractor shall pass a review which validates the Contractor’s hardware, software, personnel, and procedures are ready to provide operational communication and navigation services to for mission users.
The Contractor shall perform the following activities for this milestone:
• Successfully conduct a Flight Operations Maturity interoperability test to demonstrate a service provider's Operations Concept, Architecture and Design, and Requirements, are mutually consistent, and that the system is capable of flowing data from user-to-user in an interoperable manner (LN-IS Baseline V2), and within the requirements established in LCRNS-SRD-001 for the GEO to Cislunar Region and the NSNS SOW sections 3 and 4 for Earth Proximity and xCisluar Regions.
o The Contractor shall conduct the Flight Operations Maturity demonstration with service provider lunar flight system(s) and government-in-the-loop capability.
