Near Space Network (NSN) Services (NSNS) Representative Task Order (RTO)
Contract Number TBD Validation Task Order Statement of Work
Note: A separate Validation Task is required for each proposed SOW Sub-Category. An Offeror will not be considered for award if the Offeror proposes an amount greater than the stated validation RTO Not-To- Exceed amount.
Task Name: Direct-To-Earth (DTE) Capability Validation/(Offeror to Identify the proposed subcategory) Task Period of Performance: See Table 1 Not to Exceed Firm Fixed Price: See Table 1 – “NSN Direct-To-Earth Services Validation Period of Performance and Firm Fixed Price”
1. Scope of Work NASA’s Near Space Network (NSN) fulfills the essential needs of user missions, empowering them with mission-critical communication and navigation services and enabling the transmission of science and exploration data to and from space. The goal of the Near Space Network Services (NSNS) is to provide NASA with a single avenue to procure commercial communication and navigation services that are secure, reliable, and affordable, so that all NSN mission users will receive the services required by their mission within the latency, accuracy, and availability requirements.
This Representative Task Order (RTO) focuses on Direct-To-Earth (DTE) communications and navigation services, defining the required validation activities for the DTE category of service.
During execution of this task order, the Contractor shall validate the ability to provide operational services for DTE communication and navigation services to user missions in the three Service Regions of Near Space, as defined in Section 1.4 of the NSNS Statement of Work (SOW).
2. Direct-To-Earth (DTE) Services Validation Milestones The milestones described below provide the Government with insight into the Contractor’s path forward to successful completion of service validation. Upon successful completion of all milestones, the Contractor will be eligible for Operational Services Task Orders and Mission Integration and Special Studies (MI&SS) task orders.
The Contractor shall validate the Contractor’s owned and operated ground systems to ensure that the quality of service is consistent with the Government’s needs for operational support.
The Contractor shall conduct Capability Validation Milestone (CVM) success reviews, in accordance with Section 3.2 of the NSNS SOW, for the purpose of assessing programmatic and technical progress and contract performance at key decision points and phases in the lifecycle.

2.1 Capability Validation Milestone-01 – Service Concept
The Contractor shall perform a Service Concept (CVM-01) review in accordance with Section 3.2.1.1 of the NSNS SOW. For successful completion of the Service Concept (CVM-01) milestone, the Contractor shall describe the operations concept, system architecture, and other support functions required for Communications and Navigations services.
The Contractor shall work with the government through periodic technical exchanges to determine readiness to execute the service concept milestone (CVM-01) review per section 3.2.1 of the NSNS SOW.
The Contractor shall hold a review to allow NASA to assess the Contractor’s progress towards meeting the NSNS service requirements in accordance with Table 2 of this RTO.
The Contractor shall present a service concept to the Government that validates compliance with NSN mission service requirements addressed in section 4.1.1.1 Table 3 of the NSNS SOW and Table 2 of this
RTO.
The Contractor shall provide a CVM-01 Service Concept Validation Data Package (DP) per Table 3 of this RTO comprised of all briefings, reports, plans, and procedures no later than 7 days ahead of the review to demonstrate compliance per Section 3.2.1.1 of the NSNS SOW.
Following the review, the Contractor shall provide updated versions of the CVM-01 DP content no later than 7 days after the review with expediated responses encouraged. This shall include the as-briefed version of the slides along with any reports, procedures, or plans that were updated since draft versions were provided to the Government.
Upon receipt of the final versions of the milestone content, the Government will respond with a Pass/Fail assessment within 7 days. For any failed assessment items, the Government will communicate areas of shortfall. Once the Contractor has corrected the failed items or issues, the Contractor shall re-submit updates to the CVM-01 DP to the Government for a determination of pass/fail. A passing assessment is required.
2.2 Capability Validation Milestone-02 – Service Requirements The Contractor shall perform a Service Requirements (CVM-02) review in accordance with Section
3.2.1.2 of the NSNS SOW. For successful completion of the Service Requirements (CVM-02) milestone the Contractor shall specify how the NSNS requirements for each of the services will be met in accordance with the requirements found in Section 4.0 of the NSNS SOW and detailed in Table 2 of this
RTO.
The Contractor shall define the boundaries of the commercial system including the demarcation points between the Contractor service infrastructure and the Government’s external interface.
The Contractor shall describe the overall approach in identifying, verifying, and validating the Mission Service Interfaces and Capabilities being provided to the Government as detailed in Table 2 of this RTO.
The Contractor shall hold a review to allow NASA to assess the Contractor’s progress towards meeting the NSN service requirements in accordance with Section 3.2.1.2 of the NSNS SOW.
The Contractor shall provide a CVM-02 Service Requirements Validation Data Package (DP) per Table 3 of this RTO comprised of all briefings, reports, plans, and procedures no later than 7 days ahead of the review to demonstrate compliance per Section 3.2.1.2 of the NSNS SOW.

2.3 Capability Validation Milestone-03 – Service Design
The Contractor shall perform a Service Design (CVM-03) review in accordance with Section 3.2.1.3 of the NSNS SOW. For successful completion of the Service Design (CVM-03) milestone, the Contractor shall review and document the status of the design and functional allocation of system requirements to services are accomplished, and verification methods for interface requirements are identified. The Contractor shall validate the maturity and ability of the service is sufficient to support operational services in order to complete CVM-03. The Contractor shall hold a review to allow NASA to assess the Contractor’s progress towards meeting the NSNS service requirements in accordance with Table 2 of this
RTO.
The Contractor shall address the following items in the Service Design validation milestone:
• Detail the understanding and explanation of the process for acquiring spectrum license, performing RF compatibility testing process, communication services verification & validation, integration with the NSN, and end-to-end testing.
• Describe the process for configuring the Ground Station for appropriate mission configuration, as directed by a scheduling system, with a User Mission Platforms.
• Verify the process of compatibility testing in support of validating that ground asset are compatible and can provide connectivity services to a defined set of user mission platforms utilizing the appropriate frequency ranges, aperture sizes, configurations, and visibility ranges with appropriate link margins in accordance with the Mission User Workbook (MUWB) as stated in Section 3.2 of the NSNS SOW.
The Contractor shall provide a CVM-03 Service Design Validation Data Package (DP) per Table 3 of this RTO comprised of all briefings, reports, plans, and procedures no later than 7 days ahead of the review to demonstrate compliance per Section 3.2.1.3 of the SOW.
Following the review, the Contractor shall provide updated versions of the CVM-03 DP content no later than 7 days after the review with expediated responses encouraged. This shall include the as-briefed version of the slides along with any reports, procedures, or plans that were updated since draft versions were provided to the Government.
Upon receipt of the final versions of the milestone content, the Government will respond with a Pass/Fail assessment within 7 days. For any failed assessment items, Government will communicate areas of shortfall. 2.4 Capability Validation Milestone-04 – Service Integration
The Contractor shall perform a Service Integration (CVM-04) review in accordance with Section 3.2.1.4 of the NSNS SOW. For successful completion of the Service Integration (CVM-04) milestone, the Contractor shall validate that the Contractor provided systems are on schedule to be integrated and technical plans and procedures are on schedule to support integration. The Contractor shall hold a review to allow NASA to assess the Contractor’s progress towards meeting the NSNS service requirements in accordance with Table 2 of this RTO.
The Contractor shall address the following items in the Service Integration validation milestone in accordance with Section 3.2.1.4 of the NSNS SOW:
• Demonstrate a clear understanding of mission service requirements for the awarded region, system design and architecture of the NSNS SOW
• Demonstrate service capability using simulated assets and data to meet mission service requirements for the awarded region, system design and architecture of the NSNS SOW
• Define, verify, and maintain external interfaces
• Successfully integrate commercial assets to the NSN control center under configuration management leading to successful system integration, verification, and validation
• Perform a successful end-to-end data flow and interface testing with the NSN
The Contractor shall provide a CVM-04 Service Integration Validation Data Package (DP) per Table 3 of this RTO comprised of all briefings, reports, plans, and procedures no later than 7 days ahead of the review to demonstrate compliance per Section 3.2.1.4 of the SOW.

This shall include the as-briefed version of the slides along with any reports, procedures, or plans that were updated since draft versions were provided to the Government.

For any failed assessment items, Government will communicate areas of shortfall. Once the Contractor has corrected the failed items or issues, the Contractor shall re-submit updates to the CVM-04 DP to the Government for a determination of pass/fail. A passing
2.5 Capability Validation Milestone-05 – Service Test
The Contractor shall perform a Service Test (CVM-05) review in accordance with Section 3.2.1.5 of the NSNS SOW. For successful completion of the Service Test (CVM-05) milestone, the Contractor shall validate the Contractor service is sufficiently mature to safely conduct integrated tests between the Contractor’s system and the Government NSN resources and to ensure that the service is ready to enter verification testing. The Contractor shall hold a review to allow NASA to assess the Contractor’s progress towards meeting the NSNS services requirements in accordance with Table 2 of this RTO.
The contractor shall address the following items in the Service Test validation milestone in accordance with Section 3.2.1.5 of the NSNS SOW:
• Test the end-to-end data flow through simulators.
• Plan and implement tests and analyses that exercise the interfaces in an end-to-end manner
• Perform hardware in the loop testing utilizing real data using “Test Like You Fly” methodology for requirements verification
• Demonstrate testing of the service level requirements assuring end-to-end operational system performance in accordance with Table 2 of this RTO.
• Demonstrate how reliability, maintainability, and availability are integrated into the service design
• Perform end-to-end communications test, where the commercial ground system is used to command and receive telemetry and data using a simulated spacecraft over radio frequency links
The Contractor shall provide a CVM-05 Service Test Validation Data Package (DP) per Table 3 of this RTO comprised of all briefings, reports, plans, and procedures no later than 7 days ahead of the review to demonstrate compliance per Section 3.2.1.5 of the NSNS SOW.
Following the review, the Contractor shall provide updated versions of the CVM-05 DP content no later than 7 days after the review with expediated responses encouraged. This shall include the as-briefed version of the slides along with any reports, procedures, or plans that were updated since draft versions were provided to the Government.
Upon receipt of the final versions of the milestone content, the Government will respond with a Pass/Fail assessment within 7 days. For any failed assessment items, Government will communicate areas of shortfall. 2.6 Capability Validation Milestone-06 – Service Verification The Contractor shall perform a Service Verification (CVM-06) review in accordance with Section 3.2.1.6 of the NSNS SOW. For successful completion of the Service Verification (CVM-06) milestone, the Contractor shall validate the Contractor services are compliant with the NSNS service requirements as per Section 4 of the NSNS SOW.
The Contractor shall perform Verification end-to-end tests as the official “for the record” testing performed on a system to show services meet the allocated service requirements and specifications including functional interfaces in accordance with Table 2 of this RTO.
The Contractor shall include DTE service validation testing with a real mission platform, either on orbit or in a prelaunch configuration.
The Contractor shall hold a review to allow NASA to assess the Contractor’s progress towards meeting the NSNS service requirements.
The Contractor shall provide a CVM-06 Service Verification Validation Data Package (DP) per Table 3 of this RTO comprised of all briefings, reports, plans, and procedures no later than 7 days ahead of the review to demonstrate compliance per Section 3.2.1.6 of the SOW.
Following the review, the Contractor shall provide updated versions of the CVM-06 DP content no later than 7 days after the review with expediated responses encouraged. This shall include the as-briefed version of the slides along with any reports, procedures, or plans that were updated since draft versions were provided to the Government.
Upon receipt of the final versions of the milestone content, the Government will respond with a Pass/Fail assessment within 7 days. For any failed assessment items, Government will communicate areas of shortfall. Once the Contractor has corrected the failed items or issues, the Contractor shall re-submit updates to the CVM-06 DP to the Government for a determination of pass/fail. A passing
2.7 Capability Validation Milestone-07 – Service Validation Complete The Contractor shall perform a Service Validation (CVM-07) review in accordance with Section 3.2.1.7 of the NSNS SOW. For successful completion of the Service Validation (CVM-07) milestone, the Contractor shall validate the effectiveness of the service for use in mission operations and to evaluate the results of the validation tests and ensure the service is operating in accordance with the service requirements as detailed in Section 4.0 of the NSNS SOW. To successfully complete CVM-07 the Contractor shall pass a review which validates that the Contractor’s hardware, software, and procedures are ready to provide operational communication and navigation services to for mission users.
The Contractor shall validate service readiness using the Mission User Workbooks (MUWB) as a reference. At this milestone, the Contractor shall provide evidence that all tasks were performed necessary to validate their ability to provide communication and radiometric tracking services for all mission users within mission requirements as identified in the MUWB.
The Contractor shall hold a review to allow NASA to assess the Contractor’s progress towards meeting the NSNS service requirements in accordance with Table 2 of this RTO.
The Contractor shall pass all previous milestones, demonstrating that the Contractor’s hardware, software, and procedures are ready to provide operational communication and navigation services to the mission users.
At the CVM-07 Review, the Contractor shall identify, by mission ID, which missions can be fully supported. Fully supported means that the Contractor system shall meet all the mission’s requirements that are defined in the Mission User Workbook (MUWB).
The Contractor shall provide a CVM-07 Service Validation Data Package (DP) per Table 3 of this RTO comprised of all briefings, reports, plans, and procedures no later than 7 days ahead of the review to demonstrate compliance per Section 3.2.1.7 of the NSNS SOW.
