PERFORMANCE WORK STATEMENT
MARCH 2023
Aerial Mosquito Treatment at The Craney Island Dredged Material Management Area located in Portsmouth, Virginia
1.0 PURPOSE
The purpose of this contract is turn-key ordering of mosquito treatment based on requests by the
Government at the Craney Island Dredged Material Management Area (CIDMMA) located in
Portsmouth, Virginia.
2.0 OBJECTIVES
The overall objective of this contract is to have Contractor-applied aerial treatment of pesticides to control the mosquito population at the CIDMMA.
3.0 WORK DESCRIPTION
Work performed by the contractor shall include aerial application of biological and chemical pesticides at the CIDMMA. The biological pesticides include Bacillus thuringiensis (BTI) granular larvicide and BTI liquid larvicide. The chemical pesticide is Naled (Trumpet EC) adulticide. Contractor shall apply the pesticide specified by the Government at a rate that is specified within Work Description Section titled ‘Work Items’ consistent with each product label requirements. The contractor will be expected to obtain all legally required permits and licenses for obtaining and applying the specified pesticides. Contractor shall obtain and maintain all chemicals and equipment and provide their own airport or landing area to conduct operations.

Apply undiluted Naled (Trumpet EC) in ultra-low volume dosage of 0.75 fluid ounces per acre as directed by the Contracting Officer. (3,300 acre minimum for any one application with a maximum capacity of 13,200 acres for a potential total of four individual 3,300-acre treatments)

As part of the statement of work for each ordering application, the Contracting Officer’s
Representative (COR) will provide the Contractor appropriate shapefiles representing the acreage to be treated. The Contractor shall apply pesticides within four calendar days of the
Government’s request for treatment unless the COR and Contractor agree on a treatment date beyond the four calendar days after consideration of scheduling factors (e.g., airspace availability, weather, etc.). The COR will file a Notice to Air Mission (NOTAM) with the Navy
Flight Operations Tower prior to each scheduled treatment. Contractor is responsible for coordinating with the Navy Flight Operations Tower prior to flight in accordance with Federal
Aviation Administration regulations. Upon request by the COR, the Contractor shall furnish shapefiles from the aerial application guidance system documenting each aerial application when submitting invoices for completed work. Contractor shall have alternate means of application
(e.g., planes, equipment) in order to perform the aerial treatment within the timeframe specified by the Government if primary equipment failure occurs.
Under no circumstances will the contractor be permitted to conduct base operations on the treatment site. This includes but is not limited to takeoff, landing, chemical mix and/or transfer, and refueling. Award of this contract is in no way a guarantee of work as the work is ordered as necessary based on environmental conditions at the treatment site. The Government may request the Contractor to purchase pesticide products ahead of a request for application of a treatment to avoid treatment delays due to supply chain issues (e.g., shipment delays, product availability).
The Contractor will be required to provide appropriate storage for pesticide products in accordance with each products label. The Government will direct application of the
Government-requested biological or chemical pesticide product during the awarded option year when treatment site environmental conditions require its application. It is the responsibility of the contractor to determine if they wish to purchase products in advance of the Government’s request, however the government shall not be held financially liable for any unused chemicals purchased by the contractor in the absence of the Government’s request. The Corps reserves the right to make changes or cancellation to work ordered within 24 hours of making the order.
4.0 PERIOD OF PERFORMANCE
The period of performance is one year from award date. Mosquito services will run from 01 June to 01 November of each year.
