The competition area is the West Coast homeport, with rough estimates of 284,631 man-days for maintenance work and 38,416 man-days for modernization work. The ship is an amphibious assault ship with dimensions of 844 feet in length, 118 feet beam, 27 feet 8 inches draft, and 42,335 tons displacement. Required facility capabilities include pier length exceeding 844 feet, electrical supply of 7,200 amps at 4,160 volts, compressed air of 800 SCFM at 125 PSIG, potable water capacity of 32,000 gallons per day, seawater connections capable of 2,500 GPM at 150 PSI, and sewage capacity of approximately 25,000 gallons per day.

Maintenance work encompasses hull structure repairs including sea valves, watertight doors, rudders, and flight deck tie-downs; propulsion plant work including BERP removal and repair, seal assemblies, and CPP blade refurbishment; electrical plant repairs; command and surveillance system updates (CANES HW 1.2, SSEE INC F); and auxiliary systems overhaul including air conditioning compressors, pumps, and ventilation systems. Additional maintenance includes outfit and furnishings preservation, armament repairs including cargo weapons elevators, and ship assembly support services. Modernization work involves significant multi-trade efforts with integrated production scheduling incorporating prime contractors, AIT (Authorized Inspection Team) contractors, and government workload, focusing on structural welding, cabling, piping, electrical, and ventilation systems. Key modernization items include HENL-BENL habitability upgrades, SSDS, MCS, Capstone, NCD, electrical plant upgrades, CIWS, and MRG dehumidifier installation.
