Lock Out of Foam Hangar Fire Suppression Systems

Time Compliant Technical Order

1 OVERVIEW

1.1 Scope

In accordance with reference (a), this Time Compliance Technical Order (TCTO) provides lock out procedures for foam based pooled liquid fuel fire automatic extinguishing systems. This TCTO also establishes risk mitigation measures to reduce the chance of a class Bravo fire in aircraft hangars following system deactivation.

The background and justification for this TCTO is discussed in reference (a).

1.2 Applicability

This TCTO is applicable to Coast Guard owned or maintained aircraft hangars with High Expansion Foam (Hi-Ex or HEF) systems or Aqueous Film Forming Foam (AFFF) deluge systems. At the conclusion of deactivating HEF or AFFF systems, units must have an operational water sprinkler or water deluge. An AFFF deluge system with its concentrate proportioner secured following this TCTO is sufficient to meet this requirement.

If the water system within an aircraft hangar is not operational or may be rendered inoperable by this TCTO then the unit shall notify TOPL within 14 days of promulgation in accordance with section 1.1 and shall not secure their foam-based system without HSWL and TOPL approval.

In Coast Guard leased facilities, local unit shall coordinate with their servicing Civil Engineering Unit (CEU) Real Property Branch to engage the lessor and request securing of any foam system. Lessors may be unable to meet this need due to their own insurance or risk posture requirements and the Coast Guard shall not secure a system without landlord approval. If leased facility systems are unable to be secured, notify TOPL in accordance with section 1.1 as soon as practical but no later than 45 days from promulgation.

1.3 Roles and Responsibilities

The technical authority for this TCTO is the SILC Commander. The Tactical Operations Product Line (TOPL) is responsible for configuration of aviation facilities. Host and tenant unit Commanding Officers are responsible for jointly carrying out the procedures and risk mitigation measures directed by this TCTO.

1.4 Completion Reporting

Provide notification of TCTO compliance to the SILC Tactical Operations Product Line (TOPL) upon completion of required lock out. Send all reports to Mr. Kurt McClain in accordance with section 1.1.

2 TCTO DETAILS

2.1 Lock Out Instructions

2.1.1 Materials

Purchase lock-out devices for ball valves and wheel handle valves. The valves shall be sealed in the appropriate position to prevent foam discharge using safety wire and tamper-evident security seals.

For electrical switches use approved lock-out devices for the specific type of switch or breaker devices and seal the switch in the appropriate position using safety wire and tamper-evident security seals.

Procure labels with mechanical attachments (not self-adhesive) to label locked out switches and valves per section 2.1.3. Labels (e.g. tags) are available from local industrial and safety supply stores or multiple on-line sources.

Print signage in Appendix A for placement adjacent to each lock out device per section 2.2.

2.1.2 Technicians

The lock out procedure required by this TCTO shall be performed by a qualified fire protection system technician. It is recommended that units utilize the service providers who typically perform the required biannual system testing and maintenance to meet this requirement.

Executing Contracting Officer Representatives (COR) are granted signatory authority by the AHJ (CG-43) for any contractor required paperwork related to acknowledgment of risk or changes to NFPA code compliance of the system caused by the lockout procedures detailed in this TCTO and authorized in reference (a).

2.1.3 Instructions

2.1.3.1 Aqueous Film Forming Foam (AFFF) Systems

NOTE: Residual AFFF may remain inside AFFF deluge piping following the conversion to water only, if a discharge occurs follow AFFF Safety Data Sheet (SDS) guidance for response and cleanup.

1. Lock out all control valves on the AFFF concentrate system.

2. Remove any solenoid coils from solenoid-operated valves in the concentrate system.

3. Ensure bladder tank (when provided) pressurization valves are locked out preventing any pressurization of the bladder under any future operations. Ensure concentrate tank discharge valves are locked out and labeled.

4. Secure electric service to any foam concentrate pumps (when installed).

5. Ensure eduction concentrate system (when provided) valves between concentrate tank and educator are secured from power source.

6. Ensure all water features remain in full service.

7. Reprogram fire alarm and/or releasing panels to remove all supervisory and trouble alarms created by placing control valves in the closed position and disabling the solenoid valves. (Note: The fire alarm system reprogramming may require a different technician than the one performing the foam system tag out.)

8. Mechanically affix label to each locked out valve and switch indicating “WARNING - Out of Service per SILC-TCTO-36-11 55 13 25-04” and date locked out.

2.1.3.2 High-Expansion Foam (Hi-Ex or HEF) Systems

1. Lock out and label all high-expansion outside screw and yoke (OS&Y) water control valves (aka gate valve).

2. Lock out and label all control valves on the high expansion concentrate system.

3. Remove any solenoid coils from solenoid-operated valves.

4. Ensure bladder tank (when used) pressurization valves are locked out preventing pressurization of the bladder under any future operations. Ensure concentrate tank discharge valves are locked out and labeled.

5. Ensure eduction concentrate system (when used) valves between concentrate tank and educator are locked out and labeled.

6. Secure electric service to any foam concentrate pumps (when installed). Lock out and defuel engine driven pumps.

7. Ensure all sprinkler system risers remain in full service.

8. Reprogram fire alarm and/or releasing panels to remove all supervisory and trouble alarms created by placing control valves in the closed position and disabling the solenoid valves. (Note: The fire alarm system reprogramming may require a different technician than the one performing the foam system tag out.)

9. Mechanically affix label to each locked out valve and switch indicating “WARNING - Out of Service per SILC-TCTO-36-11 55 13 25-04” and date locked out.

2.1.4 Local Notifications

Notify AIRSTA and installation Command of intent to lock out systems prior to executing this TCTO. Units occupying hangars should notify all personnel at the unit and who regularly access the hangar about the change in fire suppression status and additional safety precautions.

Immediately after lock out is complete ensure fire emergency services update pre-plans and facility inspection records, to include computer aided dispatch data bases, indicating hangars and other facilities have been converted to water only protection.
