About this file
This document is a specification for emulsified asphalts issued by the Illinois Department of Transportation. The specification details the requirements for various grades of anionic and cationic emulsified asphalts, including high float emulsions, penetrating emulsified prime, and polymer modified emulsified asphalts. The specification provides testing requirements, viscosity, residue, and other physical properties for each emulsion grade. The different grades are typically used for tack coats, prime coats, bituminous surface treatments, micro-surfacing, and slurry sealing applications.
The related state and local contract opportunity is for a small purchase of emulsions by the Illinois Department of Transportation District 5. The contract does not provide additional details on quantities, response dates, award dates, or contract term. This appears to be a routine procurement of common emulsion products for road maintenance and construction projects within the state.

These materials shall be homogeneous and shall show no separation of asphalt after thorough mixing, within 30 days after delivery, provided separation has not been caused by freezing. They shall coat the aggregate being used in the work to the satisfaction of the Engineer and shall be according to the following requirements.
(a) Anionic Emulsified Asphalt. Anionic emulsified asphalts RS-1, RS-2, HFRS-2, SS-1 h, and SS-1 shall be according to AASHTO M 140, except as follows.
(1) The cement mixing test will be waived when the emulsion is being used as a tack coat.
(2) The Solubility in Trichloroethylene test according to AASHTO T 44 may be run in lieu of Ash Content and shall meet a minimum of 97.5 percent.
(b) Cationic Emulsified Asphalt. Cationic emulsified asphalts CRS-I, CRS-2, CSS-1 h, and CSS-1 shall be according to AASHTO M 208, except as follows.
(1) The cement mixing test will be waived when the emulsion is being used as a tack coat.
(2) The Solubility in Trichloroethylene test according to AASHTO T 44 may be run in lieu of Ash Content and shall meet a minimum of 97.5 percent.
(c) High Float Emulsion. High float emulsions HFE-90, HFE-150, and HFE-300 are medium setting and shall be according to the following table.
